Study On PPP Mode Investment And Financing Of Three Highway Project Packages In Xinjiang Yili

With the widespread application of PPP mode in China,the research and exploration of investment and financing structure,risk management of PPP mode highway project are the focus of current PPP mode research.This paper studies the investment and financing structure,investment and financing plan and risk management of Xinjiang highway project,so as to help the development of PPP mode of highway project in China.This paper collects and sorts out the research results of PPP at home and abroad in the past 20 years,studies the basic theory of PPP,and builds the research foundation;uses case study method to discuss the project investment and financing structure design,investment and financing plan and safeguard measures,investment and financing risk management,etc.in combination with the actual cases of three highway project packages in Xinjiang;and through comparative study method,PPP mode is studied Comparing the investment and financing with the traditional mode,this paper analyzes the characteristics of PPP mode.Firstly,this paper focuses on the design of project investment and financing structure.In this part,first,through the analysis of the current commonly used investment and financing structure,combined with the characteristics of the project itself,choose the company type investment and financing structure;then according to its characteristics,respectively design the project capital structure,investment structure,financing structure,and finally design the investment and financing structure of the project.Secondly,according to the situation of the project itself,set up the project investment and financing plan scientifically and reasonably,and put forward the investment and financing guarantee measures and emergency plans.Finally,it discusses the risk management of project investment and financing,which mainly includes risk identification,risk allocation and risk response.According to the stage and controllability of the project risk,this paper identifies the project risk and allocates the project risk according to the principle of "the most appropriate party bears the risk".Finally,it puts forward effective countermeasures for the project risk.
