Profit from the continuous promotion of our country’s "transportation power" strategy,the state’s policy support for toll roads has made the highway construction in our country develop rapidly with the trend of high praise,and has changed the situation of traffic backwardness in our country.For the development of our national economy and social undertakings made outstanding contributions.During the new period,with the introduction of the implementation plan of the national "speeding up the application service of electronic non-stop fast toll collection on highways ",it is proposed to speed up the process of ETC development and cancel the provincial toll collection stations.China’s highways will continue to develop towards automation and unmanned development in the future,toll stations will only retain a few manual toll lanes in the future,the number of toll collection personnel will be greatly reduced,it is urgent to ensure the smooth transition of toll collection mode,It is of great significance to actively explore the resettlement method of toll collector.Based on the data collected by literature research and on-the-spot investigation,this thesis finds that the employment problems of highway toll collectors after the popularization of ETC are as follows: the demand of toll collectors decreases due to technological progress,the demand of Highway Technical Posts increases,and the employment placement of highway toll collectors is urgent.There are five problems in the employment placement of highway toll collectors: unclear supporting policies for employment placement,difficulties in job transfer and placement within the system,mismatch between people and posts in social re employment,insufficient preparation for re employment of toll collectors,and lack of risk early warning mechanism of post supply and demand.In order to ensure the smooth transfer of highway toll collectors,we must solve these practical problems.This thesis proposes to improve the security policy in combination with the actual situation of the unit and the conditions of the toll collectors themselves: improve the security mechanism for the implementation of the resettlement policy,establish a fair and efficient security mechanism for the resettlement work;explore the internal transfer mode of the multi-channel system: give full play to the professional advantages,make use of the opportunity of professional transformation in the post demand,transfer the post to assist the industrial innovation and development,and promote the diversion of personnel,I can apply to sign an agreement to leave the post ahead of time,to find a job by myself,to give placement fees and social security subsidies;to build a platform and training for further study,to improve the level of reemployment of toll collectors: to formulate training plans,to build a platform for job transfer,to expand post learning channels,to create compound employees;to strengthen reemployment support,to encourage entrepreneurship;to actively publicize and change toll collectors’ entrepreneurial ideas,to establish and improve the level of entrepreneurship In the aspect of establishing the risk early warning mechanism of post supply and demand to ensure the balance of supply and demand,we should set the early warning level,build the risk early warning mechanism of post supply and demand,and make rational use of the risk early warning mechanism of post supply and demand to cultivate talents.In this thesis,through the research and discussion to solve the existing problems affecting the relocation of highway toll collectors,a comprehensive analysis of the demands of all parties in the resettlement,put forward suggestions to improve the policy of the relocation of highway toll collectors,and enrich the existing theory of personnel resettlement,hoping to provide reference for highway toll collection units and contribute to the employment security of highway toll collectors in the ETC era.
