With the recent construction and development of expressway in China, both inter-province and trans-province toll payment network have been extensively implemented. Upon the completion of the toll payment network, vehicles need to stop only twice when traveling in the network, which greatly increases the service standard and usage efficiency of the whole highway system, as well reduced the investment and management cost. However, how to ensure the normal operation of the toll payment network has became a new subject for us. As the usage lifetime of the highway prolong and the toll payment network expands, intentional non-payment phenomena with movement identity card comes to the surface and is becoming increasingly intensified. Vehicle drivers avoid toll fee by terms of changing cards and similar cheating methods have became one of the biggest on-going problems in current toll network management.The first part presents the results of the investigation of defrauding in the northern, eastern, western parts and the Pearl River Delta of Guangdong Province. The main ways and defraud rates have also been reported in this part. The data model of the networked expressways is constructed. This is an intercomparison mathematical model of expressway tolling. A toll calculation model is constructed to shift the toll calculating method from distance and rate to the combination of vehicle type coefficient, mileage, and standard rate.Game analysis theory has been introduced in the second part to analyze the motivations of parties of defrauding. It has been found that the existence of defrauding is driven by interests. Suggestions concerning defrauding prevention have been made in light of gaming analysis。Methods of defrauding prevention have been proposed to deal with strategies such as distance-reducing, vehicle type downgrading, rate-reducing. Different defrauding strategies are analyzed to find out the unpaid fare and then prevention measures are presented.In the third part an anti-defrauding systematic model has been proposed. This system is composed of planning recognition system, mainline traffic detection system, weight toll charge system, anti-defrauding hardware system (plan 1:the system for large-capacity IC card to storage snapshot, auto-transceivers Card Machine; plan 2:license plate automatic recognition system, automatic vehicle classification system, auto-transceivers card machine), anti-defrauding software system (anti-defrauding operation management software, anti-defrauding IC card dynamic management software, PSAM security management software). The expressway mass-storage IC card, weight-based toll system, and identification system are introduced. This part also discusses data-mining of defrauding and introduces Timing Algorithm and traffic volume prediction, decision Tree Algorithm Forecast OD time and dynamic time-out setting, toll operator defrauding analysis by genetic programming for multiclass classification algorithm multi-category algorithm, Euclidean distance outlier data-mining of abnormal data, ETC and prepaid card defrauding cluster analysis, Average Clustering of Discrete Data Based on probability, and database design. Anti-defrauding operation management software design, anti-defrauding IC card dynamic management design, PSAM card anti-theft design and application have also been reported.The fourth part summarizes the application of the anti-defrauding system and presents a Post-Occupancy Evaluation of the application to the northern part of Guangdong province expressway network. This part also proposes a technical and economic analysis program of anti-defrauding system investment, as well as an economic analysis model about the promotion of this system. An analysis is conducted about different areas of Guangdong Province to work out a promotion proposal in the whole province.
