Research On Online Charging Administration Of Evading Highway Tolls In Jingqin Highway Administration

With the improvement of the highway system,the length of highway of China has exceeded 130,000 kilometers,ranking the first in the world.After using online charging,scattered charging areas are connected into a comprehensive charging network,however,due to the drive of economic interests and the omission of public governance,there have been various kinds of evading highway tolls.The act of evading highway tolls not only causes the loss of state-owned assets,damages public facilities,but also has a negative effect on transportation environment and social atmosphere to a certain extent.How to effectively control highway tolls evasion has become an important issue for highway operation managers.In the paper,the behavior of evading highway tolls occurred in Hebei Province Jingqin Highway Administration is studied,analyzing by quasi-public goods theory?new public management theory?network governance theory?data studies?interview method?comparative Studies and stating the character and hazard of evading highway tolls.According to the actual situation,the behavior of evading highway tolls is resulted from charging management flaws,drawback of weight fled technology,exploiting an advantage of preferential policies,the defect of ETC system and deficiency of internal administration.After analyzing from representation and anomaly characteristic,the main reason of causing evading highway tolls is driving by economic interests,charging management defects,lack of evading high tolls technology,imperfect laws and policies,failure to upgrade online charging software and hardware and weak internal administration on discipline and profession.In order to further improve the environment of charging highway tolls in Jingqin Highway Administration and protect the national property,effective countermeasures are put forward.Maintaining a favorable charging order is profit from perfecting the highway tolls standards to ensure social equity,improving charging audit mechanism to form the multilateral joint governance mechanism,lifting technology to prevent evading highway tolls,establishing perfect laws and regulation policy,optimize online software in time,and promoting the profession and morality of staff.
