With the development of cities,problems such as waterlogging,pollution of the water environment and imbalance of the water ecology are constantly emerging,resulting in loss of life and property,and many countries have made many studies on how to solve the problem of rainwater utilization.In recent years,Sponge City has become a new type of urban construction model.It can save water when it rains,release water storage when it is needed,and use it.The emergence of a way to provide an effective solution to urban water resource management problems.path.The construction of sponge cities in China started relatively late.The most influential foreign countries are the theory of best management measures(BMPs),low-impact development(LID),sustainable urban drainage systems(SUDS),and water-sensitive cities(WSUD).Jinan City was selected as the first batch of sponge city trials.In recent years,the construction of sponge city has been continuously promoted and a series of achievements have been achieved.The Guiding Opinions of the General Office of the State Council on Promoting the Construction of Sponge Cities clearly states that the Urban People’s Government is the responsibility of the construction of Sponge Cities.The "Guidance of the General Office of the State Council on Promoting the Construction of Sponge Cities" clearly states that the urban people’s government is the main body of responsibility for the construction of Sponge Cities.In the process of construction,the policies promulgated by the government determine the direction of the construction of Sponge Cities and play a leading role..Since the trial,Jinan City has issued policies such as the "Implementation Opinions of the People’s Government of Jinan City on Accelerating the Construction of Sponge Cities" to strengthen the top-level design of Sponge Cities.At the same time,relevant policies have been formulated in terms of technology and funds to solve the practical difficulties encountered in the construction process.However,the development of sponge city is still in its early stages,and the policies issued by government departments also have some shortcomings.In addition,sponge city in JiNan from pilot to landing,but also to a certain extent to promote the change of the entire city,to promote the construction of new and old kinetic energy transformation comprehensive experimental areas.Based on the previous research theory,this paper takes the policy of sponge city construction in JiNan city as the research object,and puts forward new policy optimization suggestions by analyzing and studying the policy problems that the government has introduced in the process of sponge city construction in JiNan city.The article is divided into six parts.The first part is the introduction.It analyzes the background,purpose and significance of sponge city research,integrates the current research status of sponge city and policy at home and abroad,and determines that the research content of the article is on the policy of sponge city construction in Jinan City.The methods of literature research are determined,and the innovation points of this paper are summarized.The second part of the basic concepts and theoretical basis,to sort out the sponge city and policy science basic concepts and related theories to demonstrate this article;The third part is the analysis of the current situation of the construction of sponge city in Jinan City.Firstly,the current situation in Jinan is summarized from the geographical features,goals and tasks of sponge city construction,and the current policy classification is analyzed.It summarizes the four problems that exist in the current policy: the lack of overall policy objectives,the low efficiency of policy implementation,the single oversight mechanism for policy evaluation,and the lack of clarity in the powers and responsibilities of policy decomposition.The reason for the problem is that the concept of sponge city construction is unclear,the policy content is not innovative enough,the policy evaluation content is not comprehensive,and the supervision of social forces is lacking.The fourth part analyzes the typical cases of reasonable policy application in the construction of sponge cities at home and abroad,and summarizes and summarizes the parts that Jinan City can learn from in combination with three countries: Germany,Japan,and the United States,and three typical cities in Guangming New District,Xixian New District,and Jiaxing.In the fifth part,from four aspects: formulating scientific policies,improving the efficiency and effectiveness of the implementation of policies,constructing a standardized evaluation system,and improving the supervision mechanism of policies,the author puts forward some suggestions on how to optimize existing policies.The sixth part summarizes the whole article and looks forward to the development prospect of the project.
