It has been 20 years since China joined the world trade organization.In the past 20 years,China’s economic level has achieved rapid development,and the footprints of Chinese enterprises are all over the world.With the continuous integration of China’s economy and world trade,Chinese enterprises in all walks of life are also facing more and more fierce market competition from all over the world.For Chinese enterprises,how to improve their market competitiveness has become a difficult problem.In order to pool resources and strength and improve market competitiveness,large and medium-sized enterprises in many foreign countries have widely applied human resource management outsourcing to all walks of life and achieved good results.Inspired by this,Chinese enterprises are paying more and more attention to the importance of human resource management outsourcing.Through combing and sorting out the relevant literature at home and abroad,this paper finds that human resource management outsourcing activities have been well developed and verified in western developed countries,but it is still in the stage of rapid development and improvement in China.Due to the late start and short development time,the relevant laws and regulations issued by China are not perfect,and the industry norms have not been formed,which leads to the problems of uneven professional level,disordered charging standards and mixed advantages and disadvantages in the human resource management outsourcing market.Enterprises will face a variety of risks when they choose the outsourcing services suitable for their own business needs,so it is very necessary to study the risks of human resource management outsourcing.Taking ZC railway company as a case,this paper first introduces the current situation of human resource management,outsourcing motivation and outsourcing plan of ZC company.Secondly,the paper analyzes and identifies the risks existing in the four stages of function outsourcing of ZC company.Through risk identification,it is found that ZC company has the risks of outsourcing function selection,employee satisfaction decline,and wrong estimation of outsourcing cost in the outsourcing project stage;there are risks of asymmetric information,mismatching of business capabilities,and incomplete contract terms in the outsourcing supplier selection stage;there are risks in the outsourcing process In the application stage,there are risks of moral hazard,corporate culture deviating from the target and information leakage;in the termination stage,there are risks of employees’ loss of work skills,management disorder and work handover not in place.Then it evaluates the risks of functional outsourcing of ZC company,and finds that the proposed functional outsourcing of ZC company has high risks.Then it puts forward the risk prevention measures for the four stages of risk identification;finally,it summarizes and prospects the research.Limited by knowledge and ability,in the research of human resource management outsourcing risk and prevention of ZC company,due to the lack of data collected,there are still many deficiencies and deficiencies to be improved;at the same time,the rationality of risk evaluation index design and weight coefficient setting of fuzzy comprehensive evaluation method used in risk evaluation has not been verified Therefore,the results of risk assessment need to be verified and further studied.
