As the reform of SOE system and mechanism continues to deepen,more and more SOEs,even those supervised by the State-owned Assets Supervision and Administration Commission(SASAC),are speeding up the adjustment of industrial structure by means of merger and reorganization to enhance the comprehensive competitiveness of SOEs in the international market.Due to the particularity of social responsibility in state-owned enterprises,the important role of human resources integration in the process of enterprise reform and reorganization has received more and more attention.But as for the railway industry,on the one hand,because of the special status of the China railway corporation,lead to the restructuring of the railway transport enterprise does not see more,through the restructuring of state-owned enterprises in coal,electricity and other similar industry situation analysis,found that although there is a strong policy and capital support,but the effect of restructuring,do not investigate its reason,and enterprise in the process of restructuring of human resources integration has not enough importance,therefore,need to to study the human resource integration problem in the process of corporate restructuring;Railway transport industry,on the other hand,the human resource structure is complex,there is "point more online" scattered layout,human resources,personnel quality is uneven,etc,in the process of reform to juggle,may affect the overall reform process,therefore,need more of the railway transport enterprise human resources integration in the process of restructuring plans and measures for further research.This paper takes the reform and reorganization of XS Railway Company under the supervision of the State-owned Assets Supervision and Administration Commission as the research object.Starting from the actual reform process,this paper studies the existing problems of human resource management in the process of the reform and reorganization of the company and the human resource integration plan to solve the problems.Based on the background and significance of this research,this paper summarizes and analyzes the research results of experts and scholars in relevant fields at home and abroad,and clarifies the ideas and methods of this research.After parsing the XS railway restructuring integration scheme,in the process of restructuring of XS railway human resources management question has carried on the thorough analysis,combined with relevant theoretical basis,to establish a integrate leading group,organization structure adjustment and management system to integrate human resources integration scheme were studied,and according to the actual situation,put forward the security integration effect of the implementation of the measures.It is hoped that the research and discussion of this paper can provide a basis for solving the problem of human resources integration in the process of railway enterprise reorganization and provide theoretical support for the development and growth of China’s railway industry. |
