| Nowadays in China,railway as the main artery of the national economy in the comprehensive transportation system, acts as an important national infrastructure and it’s a modern and important means of transport. In recent years,rail freight transport is still mainly in the large volume and low-value bulk cargo.However, with the rapid development of market economy, its volume presents a trend of downward.And with the development of the high-speed railway that is to be network and the passenger and freight transportation that there are different lines on them, railway traffic capacity can be released. Thus it provides opportunities to the railway for which it is necessary to make the freight transportation reform to adapt to the development of the economic situation under the comprehensive influence of these many factors.However, due to the size of the railway freight stations that is small and the layout of them that is scattered, the transport efficiency in delivering bulk freight is not high.Therefore,based on the railway freight traffic reform and under the premise of “one priceâ€,it is to provide a foundation for improving the efficiency of railway bulk freight transportation and avoiding the loss of railway bulk freight through effective and rational use of railway transportation capacity and planning and constructing the strategic cargo-loading spot scientifically.In the first chapter, the status of bulk freight is analyzed in recent years,and the status of the development and research of domestic and international freight traffic is concluded and summarized.In the second chapter, basic contents of railway “real freight†reform are introduced,and theoretical knowledge is described and key elements for the system of integration aggregate with separation are built.And the relationship is analyzed and summarized between integration aggregate with separation and strategic cargo-loading spot.In the third chapter, this paper is to introduce the theory of planning and constructing strategic cargo-loading spot,and the basic principle of choosing optional strategic cargo-loading spot from several spots is proposed for the basic work before building the model of this paper. In the fourth chapter, this paper is to describe methods of location of strategic cargo-loading spot;on the layout and planning of strategic cargo-loading spot, it plays a role that is an aggregate in the system of aggregate and separation.On the basis of this, since the railway carrys out the freight transportation reform, based on the “one priceâ€, the paper builds the improved 0-1Mixed Integer Plan Model with the minimized sum of all costs of “aggregate†on the strategic cargo-loading spot,in which there are fixed investment cost, transportation cost betweensupply spot and strategic cargo-loading, equipment utilization cost, renovation and expansion cost and even saving cost when closing a spot.The paper is to make the railway realize the maximized benefit and to use the example to check. In the fifth chapter, the operation and management of strategic cargo-loading spot is mainly analyzed from the primary influence elements of pre-planning and the advanced influence elements of post-operational separately.And the paper analyzes the basic theory of railway enterprise through transportation. In this paper, the similarities and differences are summarized between railway enterprise through transportation and the strategic cargo-loading spot based on integrating aggregate with separation. Based on research in this paper on the two period and railway enterprise through transportation,it is to provide the guarantee for the realization of integrating aggregate with separation of railway. |
