With the faster development of joint-venture railway in China,it is turning urgent to provide entrusted Transportation Service for joint-venture railway,and the competition among participating enterprises is turning more and more fierce.As a human resource-intensive industry,the current competition among railway transportation enterprises is more inclined to the level of human resource management within the enterprises,and human resource planning is just a foundation of human resource management,whether the human resource planning is scientific and reasonable will directlly affect the core competitiveness of enterprises.This thesis studies the human resource planning of JT Company,which is a subsidiary of China Railway B Group Corporation and provides consigned transportation service for the joint venture railway,through the use of questionnaire survey,on-the-spot investigation and statistical analysis,this thesis sorts out the problems existing in the human resources planning of JT company,such as "not matching with the strategic objectives of the company,unclear growth path of the employees,unreasonable overall labor cost,and imbalance between the supply and demand of human resources within the company",the causes of the problems are briefly analyzed.The author applies the theory of human resource management,in accordance with JT’s strategic goal of "relying on the advantages of national railway,basing on the joint-venture railway,expanding market share and strengthening the enterprise" and the enterprise’s vision of "becoming a benchmark company in the joint-venture railway consigned transportation service market",considering the problems of the current human resource planning of JT Company and the supply and demand problems caused by the personnel changes of different levels and levels in 2020,the overall optimization of the current human resource planning.To improve the optimization of human resources business planning and design of the five,an effective solution to the existing problems,for the company to achieve strategic objectives to provide human resources protection.At the same time,from the organization,system,culture and supporting the establishment of four safeguard measures to promote the implementation of human resources planning of JT company.
