Research On Wage Payment Guarantee Policy Support For Migrant Workers In Construction Industry

The issue of arrears of wages to migrant workers is a social hot topic worthy of attention.On the one hand,it affects the living standards of migrant workers and the long-term stability of society.On the other hand,it challenges the influence of business,the deterrence of law and the credibility of government.Therefore,with the support of the central government,local governments have successively issued policies to safeguard the compensation interests of migrant workers from infringement and curb the problem of unpaid wages from the source.Taiyuan,the capital of Shanxi Province,has unique advantages in resources.In 2016,in order to actively respond to the national call,Taiyuan formulated policies on the treatment of wage arrears of migrant workers in the construction field,which provides migrant workers with life security.With the increasing number of construction labor force and the influence and restriction of many factors,the wage payment guarantee policy of migrant workers in Taiyuan has encountered various problems in the implementation process,which needs to be further improved.Firstly,this paper sorts out and analyzes the current situation of policy supply and demand in China and Taiyuan city: construction present situation and characteristics of migrant workers,migrant workers wage payment security policy to supply the status quo.Secondly,through questionnaire survey,literature review,data analysis,using supply and demand theory,responsible government theory and public policy analysis theory,this paper evaluates the implementation effect of the wage payment guarantee policy support for migrant workers in Taiyuan,and concludes that the policy has achieved certain results,but there is still in the process of policy formulation and execution.Lastly,analyze the reasons for the imbalance between policy supply and demand from the two dimensions of policy formulation and implementation.The optimization path is generated: on the one hand,in the process of policy making clear role rural migrant workers,open public opinion expression channel,the shift in policy idea,perfect the policy supervision mechanism;on the other hand,in the process of policy implementation,the joint punishment mechanism should be improved to promote the upgrading of enterprise management,the use of information means,the strengthening of wage payment source governance,the establishment of law enforcement standards for law enforcement personnel,and the clear division of management among government departments.The dynamic process of these two stages is used to improve the existing policy support,it is hoped to provide practical significance for Taiyuan municipal government to solve the problem.
