Research On The Problems And Countermeasures In The Implementation Of River Chief System

Water is the most important element for human survival and economic development,and it plays an irreplaceable role in human social life.The history of human development is a history of water governance.Previously,it focused on the governance of flood control and drought relief.As the problem of water environmental pollution has become increasingly prominent,the governance of water pollution in rivers and lakes has become an important part of water governance.The river chief system is my country’s first,a water environment governance system with Chinese characteristics,and it is an important institutional guarantee for the construction of ecological civilization.Since the full implementation of the river chief system in 2016,my country’s water pollution problem has been effectively controlled.After clarifying the main body of responsibility,various effective policies can be implemented to control the water environment,which has solved the previous complicated and unaffected The serious water pollution problem greatly protects the ecological environment of rivers and lakes.However,with the continuous promotion of the scope of the implementation of the system,the problems in the implementation of the river chief system have gradually become prominent.This article summarizes the three developments since the introduction of the river chief system,and gives a brief overview of them;then,taking Y County as an example,analyzes the river chief system in Y County through the literature research method,comparative research method and experience summary method.Implementation situation;summarize its effectiveness,discover its problems,and propose countermeasures on this basis.First,we must improve the legislation;secondly,we must clarify the functions of the relevant departments,clarify the reward and punishment system,and allow the coordinated governance of the departments to operate efficiently;finally,mobilize the power of the masses and strengthen social participation.Only when everyone cares about and protects the rivers and lakes can they Improve the management of rivers and lakes.
