As an important municipal infrastructure,urban utility tunnel plays an increasingly important role in urban development.In 2013,the State Affairs Office issued a document to "carry out the pilot project of urban underground utility tunnel",which sounded the clarion call for the rapid development of urban utility tunnel.In 2017,Premier Li Keqiang pointed out in the government work report that the above ground and underground construction of the city should be coordinated,and then the construction of urban underground utility tunnel should be started for more than 2000 kilometers,which pushed the construction of utility tunnel to a climax.With the support of governments at all levels,especially the financial support brought by the wide application of PPP mode,the construction mileage of utility tunnel will grow from less than 200 km to nearly6000 km from 2015 to 2020.It is of great significance to choose a reasonable operation and maintenance management mode and do a good job in the operation and maintenance management of the pipe gallery to ensure the smooth operation of the completed pipe gallery and the sustainable development of the pipe gallery project.The thesis focuses on how to choose a reasonable operation and maintenance management model,and mainly does the following work:(1)Apply the stakeholder theory to identify the relevant subjects of the urban integrated pipe gallery,including government departments,construction units,and operating units.The roles that each stakeholder needs to play include pipe gallery project initiators,investors/builders,and users,Supervisor,O&M organizer,O&M implementer.The interest appeals of all stakeholders mainly focus on benefits,costs,safety,and risk response.The interest appeals of all stakeholders are both contradictory and unified.(2)According to the standard of whether it can directly affect the selection of the pipeline corridor operation and maintenance mode and whether it can be observed and measured,the influencing factors are divided into dominant factors and recessive factors.Maintenance costs and benefits,service quality,pipe gallery operation and maintenance safety,operation and maintenance risks,and pipe gallery investment and construction mode are five key explicit factors that affect the choice of urban integrated pipe gallery operation and maintenance management mode,as well as comprehensive pipe gallery related policies,regulations,and localities.The government ’ s financial strength,the scale and development plan of the comprehensive pipeline gallery,and the types of corridor pipelines are four key hidden factors.Based on this,the construction is based on the operation and maintenance revenue,the operation and maintenance service quality,the operation and maintenance safety,the operation and maintenance risk,and the characteristics of the pipeline gallery.,Policies and regulations,6 standard levels and 19 index levels,to select an index system for the operation and maintenance management mode.(3)Construct an AHP-TOPSIS selection model,give full play to the advantages of analytic hierarchy process that can combine qualitative analysis and quantitative analysis,and use questionnaire survey methods to invite people from government departments,professional pipe corridor companies,professional operation and maintenance companies,project companies,and scientific research institutions Experts score each indicator and calculate the weight of each indicator.At the same time,the TOPSIS method is introduced to calculate the relative closeness of the positive ideal solution of the operation and maintenance management mode to be selected to select the optimal mode.Through the above research,the conclusions reached include: Among the many factors that affect the choice of operation and maintenance management mode,the most weighted influencing factors include the income of the operation and maintenance organizer,the completion quality of the operation and maintenance work,the emergency response ability,the risk of policy changes,and the operation Maintenance management charging standards,the key variables for the selection of the pipe gallery operation and maintenance management model are the high profits of the operation and maintenance organizer,the high quality of operation and maintenance services,the strong ability to deal with the risk of policy changes and the reasonable operation and maintenance charging standards.The AHP method is applied to calculate the index weight which affects the selection of operation and maintenance management mode of the pipe gallery.The approach ideal point method is applied to select the optimal mode from the operation and maintenance management mode to be selected,and a case study is taken as a case study of the pipeline corridor project in Nanjing.Experts from the relevant units involved in Nanjing pipeline corridor investment and construction are invited to score the indexes of the selection mode,and apply the AHP-TOPSIS selection model to select a suitable operation and maintenance management mode for the Nanjing pipe gallery project as a joint operation and maintenance management mode.
