Abstract/Summary:
The construction of a utility tunnel in urban underground can effectively alleviate the chaotic situation of domestic underground space development and solve common problems in cities such as “road zipper”.At present,China has entered the peak period of utility tunnel construction,and large-scale construction has also revealed that the utility tunnel has a large investment at one time,and it is difficult to achieve successful operation after the completion of construction.In order to solve these problems,the local government has derived a variety of investment operation modes from the traditional government full investment model in the infrastructure sector in the process of building a utility tunnel.These investment operation modes have their own advantages and disadvantages.Blind choices will only bring huge hidden dangers to the operation stage after the completion of construction.Only by selecting the appropriate investment operation mode for different utility tunnel projects can we more effective integration of resources,improve the efficiency of the construction and operation of the utility tunnel,and give full play to the role of the underground lifeline of the utility tunnel.From the perspective of maximizing the efficiency of the utility tunnel,the paper aims to select the appropriate investment operation mode for different utility tunnel projects,and mainly does the following work:(1)Based on the analysis of previous relevant research results,several investment and operation modes commonly used in the comprehensive utility tunnel are analyzed from the aspects of model framework,investment and operation management subjects,cost sharing methods,and the characteristics of the utility tunnel itself,the subjects involved and the main problems existing at present are analyzed.(2)On the basis of fully considering the influencing factors and combining the research results of predecessors,the selection index of investment and operation mode of utility tunnel is selected,and the index is screened by cluster-grey relational analysis.The selection index system of investment and operation mode with 18 indicators in five criterion layers,i.e.project characteristics,project risks,work efficiency,economic benefits and social benefits,is determined.(3)Using TOPSIS to select investment operation mode,aiming at the shortcoming of TOPSIS that it is difficult to determine the weight,AHP is introduced to improve TOPSIS.In order to fully consider the fuzziness and randomness of expert’s qualitative concept evaluation language,cloud model is introduced to improve AHP and TOPSIS respectively,and index weight subordinate cloud is obtained.An improved AHP-TOPSIS investment operation based on cloud model is constructed.The model of business mode selection is established,and the validity of the index system and model is verified by engineering cases.(4)To classify the utility tunnel projects according to the internal characteristics of the project,and to analyze the construction environment of the utility tunnel in Shaanxi Province according to the external characteristics of the project,and to predict the appropriate investment and operation modes for the construction of different types of utility tunnel in Shaanxi Province.
