With the development of urbanization and industrialization,the shortage of water resources has gradually become an important factor restricting the sustainable development of China’s economy and society.In the face of increasingly severe water resources situation,China has accelerated measures in water-saving theory research,system construction,water-saving technology and equipment research.There are some problems in the key links of water saving research,such as the random and difficult management of waste water behavior,the hidden and difficult measurement of pipeline leakage,the complex and difficult control of pipeline network and water saving equipment,and the weak and difficult operation of national water saving mechanism.Based on the research results at home and abroad,this paper uses the grey system theory and game theory to study the water-saving technology and mechanism of typical urban water-using units(universities).This paper analyzes the potential of water-saving from the aspects of water consumption and water-using behavior,and builds an intelligent water-saving management and control platform.Firstly,this paper uses the grey correlation analysis method to analyze the influencing factors of water consumption in colleges and universities(residential areas).The three main factors which are most closely related are the area occupied,the number of water users and the popularization rate of water-saving appliances.Taking the water consumption data of a university from 2014 to 2016 as an example,a GM(1,1)model is established to analyze the trend of short-term water consumption.The posterior difference ratio of the model is 0.089,and the model has good precision.Secondly,Based on the Game Theory,this paper sets up a game model between university and students.It analyzes the strategies of university water use supervision and students water-saving behavior,and puts forward some measures of university water use supervision and students water-saving behavior.In this paper,Game Theory is used to analyze three kinds of contract water-saving management modes,and the Hebei University of Engineering is taken as an example to verify the scientific rationality of applying contract water-saving management mode in schools.Finally,based on the principle and method of DMA partition,the school is divided into several DMA independent metering partitions in order to optimize the leakage management of school outdoor water supply network.Combining water consumption,water behavior and DMA sub-area management,the water-saving management platform is studied and established,the expected target and construction task are set,and the functional and technical framework is analyzed,several functional modules are given and the system service design is carried out,and the water-saving management and control platform of university is preliminarily constructed.The research and practice show that the contract water-saving management mode is a major institutional innovation to promote the construction of ecological civilization,which is of great significance to promote the participation of social capital in water-saving and the construction of water-saving society.
