| Water is the source of life,the ecological base,the key of production,and it’s the irreplaceable natural resources and strategic economic resources of human survival and development.However,the problem of water resources is very serious in our country,the main performance is: the uneven distribution of water resources,frequent flood disasters,severe drought and water shortage,soil erosion and so on.Especially the problem of water resources shortage has become a major bottleneck of restricting China’s economic and social development.Under the big background of water resources scarcity and the contradiction of between supply and demand is becoming increasingly sharp,how to further strengthen the construction of water-saving city,it has already become the urgent need to practice the strictest water resource management system and solve increasingly complex water problems.But also,it’s the inherent demand of sustainable economic and social development.As well as,it’s also the practical needs of water resource management to establish compatible with the Socialist market economy system.The construction of water-saving city involves the national economy and people’s livelihood,and it’s the solid foundation of healthy and stable development of China’s economic and social.And the study of water-saving city construction involves urban industry,agriculture,life,water ecological environment and other aspects,and it’s a strategic issue of systematic,complexity and innovation into one.In the construction of water-saving city in China,it needs to learn some advanced knowledge,theory and technology from developed region,and combines with the characteristics of the study area to begin a in-depth and meticulous research,to establish a more complete evaluation index system of urban water conservation,so as to have a better guiding role for the evaluation of urban water conservation status,the formulation of planning system and implementation of policies and measures.This paper systematically summarizes the research progress of urban water conservation at home and abroad,and relying on the ―water resources fee project from ministry of water resources ‖[project number: DRCYSN(2015)93],basing on the most strict water resources management requirements,and baseing on investigation and collection of previous literature,and basing on the theory of water resources development,utilization,management,and according to the the research of city(Zhengzhou City)regional characteristics and water characteristics and main problems of water resources,in order to build a comprehensive water-saving,water-saving in life,ecological environment,industrial water-saving,agriculture water-saving,social economy and water management in 7 aspects as the criterion layer,and attaching 27 evaluation indexe together to build a scientific and effective water-saving comprehensive evaluation system.By building a fuzzy comprehensive evaluation model of water-saving to comprehensively study and evaluate water-saving urban construction situation of Zhengzhou City.According to the evaluation results and evaluation index of distribution and the level of water-saving city construction level standard to determine and analyze of the urban water conservation status in rank,in order to quantify urban water saving level,and thorough analysis of existing problems in the process of urban water conservation,so as to scientifically and accurately understand the structure of urban water and water-saving city construction process.Combineing with the main existing problems and facing with the situation in the process of Zhengzhou City water resources development and utilization,and targeting puts forward suggestions on further enhance the level of water-saving city construction of zhengzhou city,to promote water-saving improvement to strengthen urban construction of Zhengzhou City.The main contents of this paper studies are as follows.(1)For the most strict water resources management and water-saving citie in such aspects as concept,connotation and contains the significance has carried on the preliminary discussion,and discusses the mechanism between most strict water resources management system and the construction of water-saving cities.(2)Basing on the most strict water resources management requirements,following the constructing principles and train of thought,comprehensively considering from a comprehensive water saving,industrial water,agricultural water saving,life water saving,socio-economic,ecological environment,water-saving management 7 aspects,selecting the 27 representative evaluation index,constructing the comprehensive evaluation index system of urban water conservation,and mading a detailed explanation for the calculation of each evaluation index.(3)According to the building of urban water conservation comprehensive evaluation index system and its characteristics,choosing the evaluation method of matching.In addition,respectively giving a detailed explanation for the determination of membership degree about the quantitative index and qualitative index,and constructing the fuzzy comprehensive evaluation model.(4)Comprehensively analyzing and evaluating urban water saving situation of Zhengzhou City in 2008~2014 by using fuzzy comprehensive evaluation model of urban water conservation.Basing on in-depth analysis of the evaluation results and combining with the main problems and the main situation of water resources in Zhengzhou City,proposing countermeasures and suggestions to further enhance the construction level of water-saving city for Zhengzhou City from the systems and mechanisms,policies and regulations,the system measures.Finally,this study conducted a systematic summary and outlook. |
