| The freeway policy of small passenger cars on major holidays(hereinafter referred to as "toll-free policy")not only has the social significance of benefiting the people,but also has the economic significance of stimulating domestic demand and promoting the development of tourism and other related industries.Its positive effect is beyond doubt,and it is necessary to continue to implement.However,some problems in the implementation of the policy are still in urgent need of attention and solution.High-speed free policy in 2012,some scholars from different angles such as policy,administration according to law,has carried on the research to the free policy,but it’s not hard to find,is the present study has certain limitations: first,previous research from on macroscopic research how to optimize the free policy,and dedicated to conduct the thorough research to the problems that exist in the policy implementation in the less;Second,the observation scope of the research object is mostly the general situation of the whole country,or an economically developed province or a big city,and the attention to the economically underdeveloped and small cities is not enough,and the differences between regions with policy implementation problems are not fully reflected.This study thinks that policy optimization process mainly includes from the policy formulation to the final implementation of complex dynamic process,including confirmation of policy issues,policy agenda,many aspects,such as policy implementation,evaluation and optimization of the macro policy optimization will make problems of lack of rational cognition,and the effect and problems in the policy execution and the people are often the most can direct perception,therefore,This paper,based on the professional knowledge of public management and the experience of high-speed toll station service personnel,combined with empirical research,aims to find the latest answers for the implementation status of this policy after several rounds of practice.This study uses the theory of public goods,the theory of public interest,the Smith policy model and other theories,and adopts the methods of literature analysis,questionnaire interview and comparative analysis to analyze the problems in the implementation of free policy in Dunhua City.The full text is divided into five parts.First,the introduction part straightened out the foothold and thinking frame of the problem research.The second chapter defines the relevant concepts.From the perspective of public goods theory,this paper mainly analyzes the problems of congestion and accidents caused by crowded holidays and holidays,discusses the balance of interests of policy target groups from the perspective of public interests,and analyzes the ideas and theoretical support of problems such as service quality and regional differences existing in policy implementation from the perspective of policy implementation process.In Chapter 3,this paper takes Dunhua City as a case to understand the real situation through the investigation of traffic flow and different subjects in a specific period.Although the analysis of Dunhua City as a typical object has some limitations,the data are true and reliable,and the problems exposed can also be viewed from small to big,and some common problems can be explored from individual cases.Through the investigation of the status quo of policy implementation problems,and in-depth analysis of the causes of the problems.The fourth chapter,by changing the product attribute of public resources to optimize the holidays free mode,attaches great importance to the government and the bridge company interest coordination,policy implementation details should consider regional differences,enhance information and technical support for the free policy ability and regulating the behavior of civilization driving personnel countermeasures,both cases targeted,there are common problems of guiding significance.The last part of the paper explains the insufficiency of the research and the prospect of the future. |
