| In recent years,our country has continuously deepened the reform of the highway toll system.In order to cancel the provincial toll stations and comprehensively promote the toll system as a pioneer,the toll system has been continuously improved from the system,mechanism,technology and other aspects.On January 1,2020,the provincial boundary toll stations were canceled,and the national networking of the highway toll collection system was realized,which marked the new stage of the management of Chinese highway toll collection.With the expansion of the highway network,the difficulty of toll management becomes greater.Various ways of toll evasion emerge endlessly,and the amount involved is increasing day by day.As a historical legacy problem,the toll evasion problem cannot be finally solved.Taking Chengdu-Yaan Highway as an example,vehicles mainly evade tolls through toll lanes,evade tolls through policy loopholes,and evade tolls through technical loopholes of ETC equipment.The amount of evasion is found to be up to millions every year.Under the new situation,the control of toll evasion has become an important topic of Internet toll management.From the perspective of the government,this paper introduces the theory of public policy,the theory of public governance and the theory of market failure.Aiming at the problem of government’s control of toll evasion,this paper starts with the control situation of toll evasion of Chengdu-Yaan Highway,and adopts the methods of questionnaire survey and case analysis.This paper summarizes the existing problems in the government’s control of toll evasion from three aspects: imperfect policy system,insufficient measures to control toll evasion on highways,and lack of credit mechanism,and analyzes the causes.At the same time,it draws on the experience of social credit construction in the United States,Germany,and credit construction in the field of transportation in Jiangsu Province and Henan Province.The corresponding countermeasures are put forward from three aspects: the government needs to improve laws and regulations and related policies,strengthen internal management of highways,and promote the construction of Internet charging credit.Through research and analysis,the conclusions and countermeasures summarized in this paper are as follows: the government should improve laws and regulations to provide policy support for the management of highway toll evasion,and build an institutional network that dares not to evade toll evasion;Optimize the control measures for highway toll evasion,from the technical level,the introduction of market competition mechanism,strengthen the construction of talent team,to build a regulatory network can not escape costs;Finally,from the level of network toll credit construction,the government,highways and society should cooperate to promote the credit construction,establish the credit information sharing among departments through the government to formulate laws,regulations and policies,establish the joint punishment mechanism of network toll to strengthen the punishment,and improve the professional level of the management of toll evasion within the highway by means of credit construction.Strengthen the publicity and guidance of credit construction within the social scope,establish the bottom line thinking of not wanting to evade fees from the ideological level,further promote the management of toll evasion on highways,make up for the shortcomings in the current management,strengthen the leading role of the government,strengthen the internal management of enterprises,create a good faith atmosphere of the society and enhance the credit awareness of individuals,and jointly participate in the management of toll evasion.Constantly improve the construction of "credit high-speed". |
