Since the reform and opening up,China's overall economic development has been on the rise,and China's road infrastructure construction has also been improved.In this process,highway infrastructure construction,especially highway construction,has developed rapidly.Under the policy of "loan road repair,repayment of loans",road construction funds are guaranteed,which has a lot of help for the development of China's transportation industry and the long-term development of the national economy.However,with the increase in people's income level and the rise in quality of life,the number of private cars in China has grown rapidly,and the dispute over the expiration or even overdue of highway tolls has increased.The discussion of'issues such as whether the highway should be charged and how to charge the relevant stakeholders is becoming more and more intense.In this context,in July 2012,the "Implementation Plan for the Exemption of-Small Bus Tolls for Major Holiday Expressways",which was approved by the State Council,also came into being.The implementation of this policy further enhances the public nature of the highway as a quasi-public product.However,since the implementation of the policy,there have been positive and negative views.One party believes that this policy allows the majority of travellers to save part of the cost during major holidays,expand domestic demand,stimulate the economy,and facilitate the benefit of the country.The other side believes that the policy has caused road traffic congestion and insufficient coverage.Disadvantages.This paper mainly introduces the background and significance of the high-speed free policy during major holidays,and reviews the academic achievements of the previous scholars.At the same time,the research methods and research ideas of this paper are introduced.Through public product theory,non-exclusive and non-competitive are used to analyze highways as quasi-public products.Through the statistics of the traffic volume of four toll stations in Hezedong,Hezexi,Dongming and Yucheng of Heze City,the traffic flow during the free policy period is visually analyzed.The statistics include the traffic flow during the free policy period in different years and different holidays.Comparison of traffic flow,traffic flow before holidays and holidays during the same holiday period.At the same time,in the Heze area,the questionnaire was used to empirically investigate the impact of the free policy on the public and the public's feedback on this policy.At the same time,it found out what problems existed in the implementation process.Study the operation and management of expressways in other countries,and learn from the merits of other countries' management,such as:innovative charging system,implementation of special lanes,utilization of technological innovation,etc.;comprehensive analysis of the above research and combined with the author's traffic management in expressway Work practice,put forward relatively targeted recommendations for the government,highway-related managemen units and the public.The conclusion expresses the author's expectation and prospects for this policy.
