| Nowadays,people’s living standards are getting higher and higher,and the demand for travel is getting higher and higher.This is undoubtedly the best advantage for the construction of China’s expressways.As the people choose to travel more and more highways,and the number of motor vehicles has also risen sharply in recent years,the state in order to improve the capacity and service level of toll highways during major festivals,reduce the cost of travel and promote tourism consumption,In 2012,many provinces in China responded to the call of the national government and introduced the free rules for holiday highways,which were implemented for the first time in the Mid-Autumn Festival and National Day.This move not only greatly stimulated the frequency of people visiting tourists through highways,but also increased the consumption income of tourist areas.Due to the lack of perfect policies,the implementation is not comprehensive enough,resulting in many problems,such as road management,dredging,reception in tourist areas,free time control and so on.This topic comprehensively uses the literature research method,the observation research method,the experience summarization research method,and the induction research method to comprehensively research and analyze the operation mechanism of the domestic idle highway,such as capital composition,management methods and charging mechanisms,etc.,combined with existing research literature,government legal provisions and my work experience,to explore and analyze the problems of free highways in China,such as the distribution of rights and interests between various stakeholders,serious traffic congestion problems,fairness of policies,etc.,and support for these problems through an empirical questionnaire conducted at several high-speed intersections in Xi’an.In addition,for these problems,through in-depth exploration and analysis of the problems existing in the free highway in China,the corresponding solutions are proposed.The hope is conducive to the improvement of the operation mechanism of domestic expressways,so that their rates can be more rationalized,and the promotion of free-wheeling highways and the further development of free expressways. |
