| Benchmarking management is considered as one of the three major management tools in international management in the 21st century.More and more enterprises and institutions have incorporated benchmarking management into their management system as a conventional management method,and carry out peer benchmarking,internal benchmarking and functional benchmarking to promote their management.In fact,through these benchmarking management measures,the efficiency and management quality have been effectively improved.Port State Control is one of the core task and one of the highest professional international interactive business of China Maritime Safety Adminstration.For a long time,unclear strategic aim,loosen management system and low convention implement level have become the main factors to hinder the progress of Port State Control.This research aimed at analysis and search the mothod to solve the actual problems facing in China Port State Control.According to the requirements of benchmarking management theory,the paper determines the research ideas of benchmarking management,the reasearch principles and steps of benchmarking.Then in a worldwide viewpoint,the Australian Maritime Safety Administration(AMSA),which is also a member of the Tokyo Memorandum,was selected as the object of this benchmarking appliction,then the related benchmarking information and documents were comprehensively collected and organized.In order to carry out benchmarking research more effectively,according to the idea of Kodak’s measurement matrix,an evaluation system included three factors as the first-level indicator,which is strategic management,organizational management and visual indicators,is first established.After the first-level indicator is confirmed,these indexes are refined and decomposed,and the second-level indicator including 18 indexes are established.Quantitative and qualitative descriptions of evaluation methods are carried out to analysis 18 indexes in this process.In conclusion,we find that the gap between China Port State Control and AMSA,and complete this application of benchmarking management in China Port State Control.Through this benchmarking research,the paper finds that there is a large gap between China Port State Control and AMSA in regard to institutional guarantee,performance management,salary,training system,etc..In view of these problems,it is recommended that China Port State Control departments carry out such tasks as institutional optimization,team building,information disclosure,training system,and process optimization.It is the first time to carry out a systematic study of China Port State Control using the benchmarking management theory.The paper provides a direction for the efficiency improvement of China Port State Control and provides support for decision-making of relevant departments. |
