Port State Control is regarded, from global view, as one of the most important positive supports for safety shipping and sea environment protection. It is realized that Port State Control is running in such a stage with rapidly growing scope and depth by the developments of international shipping industry, which directly impose great pressure to its efficiency and quality control.This article makes analysis of the current situation of Port State Control in worldwide and macroscopical view, together with putting forward statements of the bottleneck for its developments, in view of efficiency and quality control. The author of this article pays great attention in making analysis of current targeting system for choosing vessel for conducting PSC inspection with putting argument of its short points of its 'Matthew Effect', meanwhile the author creates mathematics model for better improving targeting system. In this article, new concept of 'Port State Control in Broad Sense'is put forward, and then detail discussion on how to combine broad sense PSC into the general platform of maritime administration to better improve the efficiency control is provided. In order to quantificationally analyze the quality control for PSC, the author creates a new mathematics model and uses some practical data to test the model.
