Port State Control Inspection Trend Analysis And Response Measures

With the rapidly development of shipping and the enhancement of consciousness for protecting our environment, the requirement of navigability and security for ship, which is engaging in shipping between international countries, is becoming more and more demanding. However, today some existing problems with ships are mainly as follows: Aging seriously of some ships, the lagging of meeting with the requirement of international conventions and etc. International maritime organization, the shipping community and port state authorities have attached public concerns and more inportants to these problems over the recent years.For the purpose of analyzing the tendency of development of port state control (PSC) for ships systematically which sailing between worldwide countries and putting forward some pointed measures to respond. Thus, Firstly, this paper expatiates on the origin, present situation, characteristic and tendency of development of PSC. Such as: the grounds and procedures about PSC ; Secondly, this paper collects and analyzes the data, with exactly and detailed, of the detention of ships in the main region organizations of PSC in near two years, furthermore, with the use of statistic figures and tables to mirror the distribution of deficiencies for analyzing and evaluating the important items of PSC; Thirdly, with the use of a reasonable data analysis method-Analytical Hierarchy Process to analyze the comparative index of deficiencies particularly so that we can find out the higher risk item, what is favorable to all related shipping companies to provide forceful supports and offer reasons for further improving the maintenance capacity effectively of seafarers, enhancing the navigation coefficient, reducing the shipwreck risk and passing the PSC successfully; Finally, the paper concludes and analyzes the tendency of development of PSC and advances some constructive methods to resolve the problem according to the result of analyzing of deficiencies. In the short term, that is, in addition to enhance the daily maintenance, we have to concentrate on checking and testing the important item ahead of arriving at destination port, which is the effective way to reduce the risk of detention. But basically, we should embark on developing the quality of seafarers, intensifying the analysis of information of detained ships, further promoting understanding and carrying out in full operation of the related international conventions and their amendments, and etc.Results of this paper can not only offer some guidance and reference value for domestic ships to respond with PSC, but for ships of abroad at the same time.
