| Since the founding of the People’s Republic of China,the CPC Central Committee and the government have attached great significance to water conservancy,and persistently intensified construction and management of water conservancy.Nowadays,water conservancy not only serves for agriculture,but also provides guarantees for industrial development and urban prosperity.On the occasion of the 70 th anniversary of the founding of new China,systematically sorting out the history of water conservancy construction and summarizing its achievements are not only the development need of the times,but also the obligatory duty of academics.As a water conservancy province plagued long by floods,the government has taken effective measures to resolve flood problems,but existing academic achievements studied in this field are rare.Given this situation,the author study systematically the history of Hubei water conservancy construction in the early days of new China in this paper.The research involves four parts.The first part analyzes the multiple considerations that Hubei government highly valued water conservancy construction in the early days of new China.This part presents historical background and social environment of Hubei water conservancy in the early days of new China from four aspects including natural environment,historical basis,economic development and political construction.The second part summarizes guiding ideology and work guidelines of Hubei water conservancy construction in the early days of new China.Basing the actual condition in Hubei province,the government proposed guiding ideology of water conservancy combining the people and technologies,and established a general solution “mainly focusing on river harnessing combining farmland.Taking the treatment as the main target,and preparing for the radical solution at the same time”.Meanwhile,Hubei government adjusted the annual work guidelines and policies to the variation of province circumstance.This part presents the policy basis and work guidelines to conduct water conservancy construction in Hubei.The third part discusses the comprehensive measures of Hubei water conservancy construction in the early days of new China.By improving relevant laws and regulations,Hubei province has speeded up process of standardization and legalization of water conservancy work.Based on flood prevention and focused on massive farmland water conservancy,Hubei government constructed a large number of water conservancy projects.In order to reduce and prevent natural disasters,Hubei government strengthened hydrological exploration and soil conservation.In order to present the real situation of Hubei water conservancy in the early days of new China,this part Systematically study practice of Hubei water conservancy construction in that time.The fourth part summarizes the achievements and practical enlightenment of Hubei water conservancy construction in the early of new China.The water conservancy work in Hubei province was fruitful.It not only eased disasters of flood and drought,stabilized social order,provided a stable development environment for industrial and agricultural production,but also deepened the people’s understanding of the new regime,enhanced the government’s credibility and national cohesion.In addition,with fundamental change of the nature of the state system and political power,the ideologies and methods of water conservancy construction has become more scientific.The three major engineering systems of flood prevention,drainage and irrigation initially constructed,which indicate the future direction for Hubei water conservancy construction.These practices and experiences in Hubei have reference value and practical significance for current water conservancy construction. |
