In the 30 years since the founding of new China, Anguo carried out a variety of water conservancy project constructions. These projects include flood control engineering, drainage engineering, irrigation and water conservancy engineering, etc. Anguo also sent a large number of migrant workers to help other counties build constructions, including association reservoirs, management of Haihe River and drilling. In order to lead the water conservancy construction, the county set up specialized management to administrate water conservancy construction and used the militarized organization to form and manage the construction team. Farmers paid hard work in those water conservancy constructions. The water conservancy project construction played a vital role in disaster prevention and mitigation and safeguarded people's life and property security and maintained the social stability. However, the construction also had many problems in the management, such as lack of scientific planning, reducing the poor farmers' subsidies, destruction in groundwater after the completion of the project. The policy issued by the central and local government, organization and management measures of water conservancy construction had multidimensional and profound impact. Because the water conservancy project construction gradually reduced the supply of migrant workers, the farmers' enthusiasm on water conservancy construction was affected. This period of history warned us that we need to take care of the interests of all parties and respect the objective law and solve new problems in time. Only with these measures, the water resource projects and agriculture could get further development.
