Abstract/Summary:
Taiyanggou Historical and Cultural Block is located in Xinshi Street,Lushunkou District,Dalian. In a total area of 3.5 square kilometers, the block covers 48 traditional streets and alleys,146 immovable cultural relics and 206 buildings with traditional features. As one of the best-preserved historical blocks with the most modern historical sites in China, the block truly reserves the modern urban landscape and spatial pattern of Lushun and has certain social and cultural significance. In February 2020,the Liaoning Provincial People’s Government identified Taiyanggou Historical and Cultural Block as a provincial-level historical and cultural block, signifying that new opportunities are opening up for the preservation and development of Taiyanggou. In recent years,as the whole society focuses more on the cultural heritage, activation becomes a reasonable way to protect and rational use of heritage. The study on the preservation and activation of Taiyanggou Historical and Cultural Block plays an important role in helping build Dalian into a famous historical and cultural city and promoting the city’s sustainable development in everywhere. This paper first summarizes the composition and value of Taiyanggou Historical and Cultural Block by investigating its historical development.Second, the status quo of preserving and using each element of the block is analyzed to determine the five reasons that affect its revitalization. At last, the theory of polycentric governance and the “Forest Eco-Bank”are introduced to provide several revitalization strategies, such as: build a multi-agent joint management body, activate the agent’s initiatives, take advantage of abundant resources, and explore the humanistic connotation of the block.
