With the rapid development of economy in our country,the transportation infrastructure represented by the expressway is increasing day by day.The huge investment is bound to exert tremendous financial pressure on the government.The expressway BOT + EPC model has emerged.The model is based on economic cooperation,integration advantages of BOT mode and EPC Mode area,breaking the status quo in previous participations management separation.This model closely links the interests of the project company(owner),design,construction and other units so as to realize the relative unity of interests of all parties.In this mode each project is unique,coupled with the current policies and regulations and operating procedures for the management model is not perfect,every link may be at risk,every aspect of risk will have an impact on the entire project,Even lead to the failure of the project.Then the risk of highway construction projects under the BOT + EPC mode inevitably becomes an urgent concern for investors and project companies.The article first introduces the basic theories and concepts BOT + EPC mode of operation of the process,risk management of highway,describes the mode of BOT and EPC mode operation characteristics,summed up the characteristics of the operation of the highway BOT + EPC projects.Secondly,it introduces the basic theory and method of risk factor identification,risk evaluation and risk control,which lays a theoretical foundation for the article.Using the literature method and the Delphi method,the paper analyzes the impact and sources of various risk factors.The gray theory is used to identify and analyze the risk index,and the integrity of the risk index system is verified.A scientific and reasonable highway BOT + EPC risk index system is constructed.Thirdly,using the expert investigation method to determine the weight of the risk index,a two-level fuzzy comprehensive evaluation model is constructed.The model can judge the overall risk of the project,sort the risk factors and help the investors and managers pick out greater risk factors,in order to control important decisions in favor of risk.By introducing the case of Wanli Expressway project under BOT + EPC mode,using the above relevant theoretical knowledge,the established index system and the related risk evaluation model,the overall risk and the comprehensive risk factors of the project are calculated Weights.The overall risk of the project is medium,the feasibilityof the project is medium,and the risk factors are sorted according to the comprehensive risk weighting.It is determined that the traffic volume that the Wanli Road Project should focus on control falls short of the expected risk,and the preparatory work is not sufficient Risk,financing risk,capital supply risk,financial risk and contract risk are the most six risk factors.Based on the risk management and control methods in the basic theory of risk management and the actual conditions of the project of Manley Road,the methods of risk management and control of Manley Road were put forward.The management and control measures for the six key risks were put forward.In order to ensure the smooth implementation of the project,Residual risk indicators of the factors are targeted to put forward the corresponding risk control measures.This series of operational risk control measures have certain theoretical and practical significance.Articles can also provide reference for the risk control of such projects.
