Research On Risk Assessment And Control Of The Renovation Project Of Student Dormitory In YJ University

The 2003 "Government Procurement Law" clearly included the procurement of colleges and universities with financial funds into the scope of government procurement.The 2019 "Government Investment Regulations" clearly stipulates that government investment projects should be based on risk assessment,and a series of regulations on cost-related issues have been made.After that,a series of documents on project cost management and control were successively promulgated.With the rapid development of my country’s higher education,the state has increased its financial support for colleges and universities.Due to the non-profit nature of government procurement projects in colleges and universities,the characteristics of public funding sources,large investment amounts,and large coordination workloads,construction is under way.There are a series of cost problems and risks at each stage.This article takes YJ’s university government procurement project—student dormitory renovation project as the research object,and analyzes and studies the risk factors at various stages that may affect the cost of the project.The main content and results are as follows:(1)Principal component analysis method for risk identification:through reviewing literature and seminars,summarize the risk influencing factors at each stage of the cost of 36 colleges and universities government procurement projects.Using questionnaire survey method and expert scoring method,using principal component analysis method to extract 12 principal components from the survey results,and finally classification and summary of risk factors to build a list:four categories,12 risk factors are obtained.(2)The analytic hierarchy process is used to calculate the weight value of each risk factor index of the student dormitory renovation project of YJ University in 2020 and conduct a consistency test.Then use the fuzzy comprehensive evaluation method to evaluate the project risk:the numerical value of the fuzzy comprehensive evaluation of the target layer is 5.2925.According to the risk evaluation standard table,the risk control level of the project is Ⅲ,and the risk degree is medium.To accept the risk,it is necessary to pay attention to the risk.Among them,the four major types of risk points in descending order of impact are as follows:construction stage risk(0.5303)>completion and settlement stage risk(0.3061)>survey and design stage risk(0.0958)>bidding stage risk(0.0678).The risk management during the construction phase of the YJ University’s 2020 student dormitory renovation project has the greatest impact on the project cost,and is the focus of project cost management.Combining the evaluation results to study how colleges and universities carry out the risk control of each stage of the government procurement project cost.(3)Through new research perspectives,it has enriched the theoretical system of engineering cost risk management of government procurement projects in universities and deepened its reference.Combine qualitative analysis with quantitative analysis to optimize the measurement index system.The purpose of this research is to further improve the correctness and scientificity of the cost risk management of government procurement projects in universities,and at the same time provide more theoretical and methodological references for other universities in the construction of government procurement projects.Figure[6]table[26]reference[71]...
