Research On Quality Management Maturity Evaluation Of Construction Engineering Testing Institutions

With the acceleration of China’s urbanization,the construction industry is developing rapidly,and the construction engineering testing institutions are also booming.In recent years,all kinds of construction engineering testing institutions have increased rapidly,their strength has increased significantly,and their composition and structure have also undergone fundamental changes.However,the imbalance of development is still very prominent,and the development of the industry is in a period of opportunities and challenges.At present,many managers of construction project inspection institutions have realized the importance of quality management,but they can not implement effective evaluation of quality management,improve efficiency to help determine the defects in quality management,so as to improve the quality management level of construction project inspection institutions.Therefore,this paper puts forward the concept of maturity evaluation to evaluate the quality management maturity of construction inspection institutions.Firstly,the concept and development history of quality management are elaborated,and the quality management of construction engineering inspection institutions in the United States,Germany,Japan and China are analyzed,and several typical maturity models of CMM,OPM3 and K-PMMM are systematically combed.Then,by means of literature analysis,expert interview and questionnaire,the paper determines the evaluation index of quality management maturity of construction engineering inspection institutions,including 6 first level evaluation indexes:organizational environment,premise guarantee,service quality,continuous improvement,performance evaluation,resource support and inspection results,and 23 second level evaluation indexes:organization,management system,document control and leadership Use and commitment,requirements,tender and contract review,subcontracting of testing and calibration,procurement of services and supplies,customer service,complaints,control of non-conforming testing and/or calibration,preventive measures,corrective measures and improvement,control of records,internal audit,management review,personnel,facilities and environmental conditions,confirmation of testing and calibration methods and methods,equipment management Measurement traceability,disposal of testing and calibration items,quality assurance of testing and calibration results,result report and informatization.Secondly,the maturity evaluation model of construction engineering inspection institutions is established,which is divided into five levels,namely initial level,simple level,standard level,management level and leading level.The weight of evaluation indexes at all levels is analyzed,the maturity evaluation model is established,and the fuzzy evaluation method is adopted to evaluate.Finally,through case analysis,it is determined that the maturity of DZ Construction Engineering Testing Co.,Ltd.is at the "standard level" and puts forward four improvement measures:strengthening the construction of management system;strengthening the construction of preventive measures,corrective measures and improvement system;strengthening personnel management;strengthening the construction of information management and other optimization schemes.
