| With the development and progress of society,electric energy has made great contribution to the country’s economic development and social progress,and has gradually become an important index to measure the comprehensive strength of the country.The construction of power grid company transmission project as the basis of power energy use,for the service society has a role that can not be ignored,transmission projects have high investment costs,long investment recovery period and so on,and because of the different deployment areas of various types of transmission projects,the environment is complex areas for the technical requirements are very demanding,The risks and uncertainties in the implementation process are greater.In the 13th Five-Year Plan issued by the government,new requirements are put forward from the development direction of the power grid,energy structure,energy conservation and emission reduction and people’s livelihood,and a new grand blueprint is drawn for the development of the power system.The power supply and demand problems arising from the continuous development of "Belt and Road" and the shortage of transmission capacity in remote and poor areas of our country are all contributing to the surge in demand for electricity,which puts forward higher demands on the construction of power transmission projects,and the necessity and feasibility of the construction of transmission projects are the key to the investment of power grid companies.It is necessary to evaluate the comprehensive benefits of transmission projects in order to provide an important reference for the planning,construction and operation management of transmission projects.At the same time,it is very important to determine the economic effect and final operation result of the whole transmission project to improve the decision-making and management level of power grid companies.The thesis takes the power grid company transmission project as the research object,first analyzes the background and significance of the comprehensive benefit evaluation of transmission project,and summarizes the research results on the comprehensive benefit evaluation of transmission project at home and abroad by consulting the literature and collecting a large amount of data.Secondly,the paper introduces the characteristics of the power grid transmission project,expounds the basic knowledge of system dynamics and the basic method of comprehensive benefit evaluation,and lays a theoretical foundation for the follow-up to carry out the comprehensive evaluation of power grid transmission project.Third,based on the characteristics of power grid company transmission projects,from the economic,environmental and social aspects of the impact of the transmission project comprehensive benefits of the analysis,on this basis,the construction of power grid company transmission project comprehensive efficiency index system,according to the construction of the indicator system of transmission project economic benefits,environmental benefits and social benefits related indicators for accounting.Considering the quantitative difficulty of the social benefit of transmission project,the social benefit of transmission project is studied by using the system dynamics method to construct the social benefit subsystem model.Finally,taking the benefit accounting results as the basic data of comprehensive benefit evaluation,the comprehensive benefit evaluation of 750kV transmission project in the frontier is analyzed and studied by the entropy-right TOPSIS evaluation method,and the measures to improve the comprehensive benefit of power grid company transmission project are proposed according to the comprehensive benefit accounting results and evaluation results.The research results can not only evaluate the comprehensive benefits of transmission projects of border power grid companies year by year,but also provide an ideal ranking of different schemes for similar transmission projects,and provide investment decision-making advice for the upcoming or under construction transmission projects.It is of great significance to the construction and operation of transmission projects and the subsequent development of similar projects by power grid companies. |
