The electric power industry is the basic industry in China to support the development of the national economy.It is the important guarantee for the coordinated and harmonious development of the economic society.As the concrete manifestation of the power capital construction,the electric power industry plays an important role in social development,resource allocation and the achievement of supply and demand balance.Power transmission and transformation project construction is an important part of the power grid enterprises in China to provide electricity for the community,it is directly related to the quality of power of electric supply enterprises,it can convert the voltage for industrial users and residential users to provide their own required power.It is particularly important that the way that how to reasonably control costs,improve economic efficiency under ensuring the quality of the project.Moreover,carrying out a comprehensive evaluation to the power transmission project from the overall perspective of the project assessment can ensure the normal operation of the project.This paper considers Benxi Heigou 66 kv power transmission project as the research object,and specifically analyzes the project from economical,technological and social aspects to provide scientific and reasonable basis for the power grid enterprises to optimize the allocation of resources and improve economic efficiency.Firstly,the domestic and foreign research status of power transmission and transformation project comprehensive evaluation is reviewed,and the frontier problems in power transmission and transformation engineering are fully understood;Secondly,according to the establishment principle of the evaluation index system,this paper constructs the comprehensive evaluation index system which is suitable for the project with the economic evaluation index,the technical evaluation index and the social evaluation index as the first-level index,based on the concrete situation of Benxi Heigou 66 kV power transmission project;In addition,the entropy weight method is used to weight the constructed comprehensive evaluation index system,which avoids the influence of subjective factors on the final evaluation results and makes the final results more objective and reliable;Then,the fuzzy comprehensive evaluation method is used to analyze the project of Benxi Heigou power transmission and transformation project from the economic evaluation index,the technical evaluation index and the social evaluation index.Then the single factor membership degree of three-level indicators is determined,and the three-level indicators membership degree and its weight are determined to calculate the membership degree of the secondary index,and then the membership degree of the primary evaluation index is determined according to the single factor membership degree and the weight of the secondary indexes,so as to get the final evaluation result.Through the project comprehensive evaluation and analysis,we can see that Benxi Heigou 66 kv power transmission project have reached the requirements of power infrastructure construction project in economic,technical and social aspects,and we also can prove that the entropy weight method and fuzzy comprehensive evaluation method can ensure the objectivity and reliability of the final comprehensive evaluation results for comprehensive evaluation of power transmission and transformation projects,and can make a systematic and comprehensive evaluation for electric power infrastructure project,so as to provide scientific decision-making for investment decision-makers.In this paper,the comprehensive evaluation index system and the evaluation model constructed not only can apply to the power transmission project,but also provide the train of thought and method for the engineering project evaluation in other fields.
