Energy has always been one of the most important parts in people’s daily life and industrial development. It is beneficial to social and economic progress.More and more energy has been consumed in industry, service, housing, and transporting in the modern world. As the economy in Africa continues to grow,it is natural to pay close attention to the energy challenges they faced.Because this has already become a barrier in the African continent’s complete development. The previous study has shown that the amount of electricity usage has huge relevance in whether the citizens are available to receive it and its related service. However, when the whole electricity consumption in the world has risen rapidly in the last thirty years, the number in Africa remained steady or even dropped. The electric department has a revolution since the 1990s for the reason of structural adjustment by the international donaters among The Economic Community of West African States(ECOWAS).To prevent sufficient energy service from being an obstacle in the development,it is essential to reform the energy department management and policy. This study aims to analyze the complex relationship between growth and electricity consumption, verify the long-run relation, and the direction of causality of these two variables.According to the recent progress in econometrics,I use unit root tests and cointegration tests to testify whether there is long term relation existing between them. Then the casual relationship is studied by the Granger causality test. The main contribution of this passage is to provide a guiding principle for making the energy management policy for West African countries.Energy policy has to ensure the sustainability of the safe, diverse types of energy supply at affordable prices. To make the society united and stable,it is to provide energy to all the people.
