Design And Implementation Of Management Information System For Y Municipal Construction Project

Government engineering construction is a complex systematic project,with the features of large investment,long construction period,wide range of influences and great social impact.Although the government project management takes a lot of manpower and materials resources,it efficiency is far from expection.With years of development,Y City Housing and Construction Development Bureau has accumulated a large amount of data resources in project management,but there are problems of data barriers and lacking of effective data sorting and analysis.Meanwhile,there are many problems in the existing information,such as the key function missing,the information isolated island.This paper will study how to plan a new information system to meet Y city construction project management and control requirement.This paper mainly focus on the following aspects:the integrity of core business processes;high efficient management based on information system;decision support based on information system data.In the planning process,firstly it need to confirm the construction goal of the new system through a status analysis of Y city Housing and Construction Bureau.Then analyze the three aspects of planning&design,implementation and guarantee of the new system.In the planning&design stage,it is mainly to find the problem by analyzing the current situation,applying SST method to decompose the relevant functions of Y City Housing and Construction Bureau and determine the target set of new system,applying CSF method to identify the key success factor of engineering construction project control.In the implementation stage,applying the BSP planning method to design business process and divide subsystem based on UC Matrix;In the guarantee stage,it is mainly focus on the project organization,quality,schedule and training support,meanwhile to ensure that the four aspects is penetrated the full information system design process.This paper,through the planning and implementation of project management and control information system in Y City,solve the problem of low management efficiency,information isolated islands,data barriers,insufficient data analysis and lack of data decision support in the Housing and Construction Bureau of Y City.This paper also studies,by applying the new information system,the existing archives management process is optimized,the project management level is improved and Y city Housing and Urban Construction Bureau achieves the information system construction goals of efficient engineering management,efficient financial management,and efficient archives contract management.Meanwhile,Y City Housing and Construction Bureau demands for the construction and management information system is consistent with that of other prefecture-level housing and construction bureaus.Therefore,this paper research on Y city information system of construction and management project is applicable to other prefecture-level cities with reference value.
