In recent years,the world economic cycle has been on the decline,and infrastructure investment has been slowing down.China’s GDP has gone from high growth to steady growth,and the economy has entered "The New Normal".Faced with the complex environmental changes and various severe challenges at home and abroad,the construction industry is going through a transformation period.Large state-owned infrastructure enterprises are making dynamic strategic adjustments to achieve high-quality and sustainable development in a market-oriented and global way of thinking.Following the national policy and strategic requirements,China Communications Construction Company Limited(hereinafter referred to as "CCCC")fully implement the national spirit of deepening the reform of state-owned enterprises,put forward "Five Questions in New Era" transformation and upgrading strategy,actively adjust the organization structure,layout,resource integration,business restructuring,and put forward different requirements to different business sectors such as subordinate design enterprises to actively explore the strategic transformation and upgrading.Company A is a subordinate highway design enterprise of CCCC.In the face of the new situation and the guiding spirit of CCCC,Company A urgently needs to study advanced strategic management,find out position of "Five Questions" and answer to "what type and grade","how" and "how to guarantee" of new strategic.Based on the strategic background of "Five Questions in New Era",this paper makes a comprehensive and systematic analysis of Company A and develops a set of transformation and upgrading strategies for design enterprise to become an international engineering company.This paper firstly finds out the thinking of the planning school and other theoretical research methods through the study of strategic management literature.Then,the PEST analysis and Five-force Model analysis are used to analyze the internal and external environment of Company A,identify the external opportunities,threats and internal strengths and weaknesses of Company A,and make strategic choices by SWOT analysis.Finally,the development goals and strategies(to change to engineering company and upgrade to international company),transformation measures(how to change)and strategic implementation safeguards(how to ensure)are listed for company A.This paper has enriched the research theory of strategic transformation and upgrading of enterprises,especially the front-end exploration and research on "Going Global" of design enterprises and the transformation of design institutes into engineering companies,in the hope of providing certain reference and reference for enterprises with similar situations.
