The key to occupying the right to speak in the field of new energy vehicles is to master the core technology.With the support of national policies,China’s new energy vehicle industry has achieved positive results.It has made breakthroughs in key fields such as nickel-hydrogen and lithium-ion batteries,fuel cells,and drive motors.The energy density of batteries is close to the international level.The index has certain advantages,and domestic motors have mass production capacity.However,China’s new energy vehicles lack iconic products.Related core technologies include battery management systems(BMS),motor controller IGBT modules,and vehicle integration technologies.The upstream industry chain,such as lithium ore resources and rare earth resources,is still controlled by the West,the cost of car manufacturing remains high,the role of current policies in the development of technological innovation needs to be improved.In order to play a greater role in promoting policies and improve the technological innovation capacity of the new energy vehicle industry,Therefore,it is necessary to explore the law of value transfer of industrial technology innovation from the perspective of measuring the effectiveness of industrial policy of new energy vehicle in technology chain.Find out the factors affecting the effectiveness of policies,and provide a scientific basis for the optimization of future industrial policies.This article firstly analyzes the development status of the new energy vehicle industry and industrial policies.Looking at the overall situation,the policy system of the new energy vehicle industry is basically complete.China’s new energy vehicle industry has achieved good results in some areas,but key core technologies have not yet achieved major breakthroughs,and the overall effectiveness of technology research and development has not been significant.The synergy between policies in key technology areas is relatively inadequate.Frequently changing policy shifts have also made the new energy vehicle-related industries confused.In the future policy formulation needs to be cautious,especially in the key technology innovation of new energy vehicles,it is necessary to pay more attention to science and coordination.Secondly,an IVF-GERT network model with different policy portfolio impulseis constructed,and the main parameters such as policy effectiveness parameters of the new energy vehicle industry are designed for algorithms.Based on the actual situation and theoretical methods,analyze the basic elements of the new energy vehicle industry innovation network,and apply the GERT network method to characterize the new energy vehicle industry chain system.Combined with the unique calculation method of the GERT network model,a number of parameters to measure the effectiveness of the new energy automobile industry policy are designed,and the effectiveness of the industrial policy is visualized and quantified.Thirdly,through empirical data,with or without policy comparisons,the law of innovation value transfer between the various entities was explored,and the effectiveness of industrial policies in boosting innovation value was verified.The research finds that the effect of different policy combinations on the promotion of each technology node is different,and the difference is related to the policy coordination of the corresponding technical links.Breaking through the upstream key raw material preparation technology is the key to improving the overall innovation value.Finally,based on the above analysis,effective Suggestions and countermeasures are put forward.The key to the effectiveness of industrial policy in promoting innovation value lies in the degree of coordination of the policy system.For the new energy vehicle industry,the optimization of the policy system attempts to improve the internal coordination of the policy system in terms of structural layout,specific measures,mechanisms,etc.,promote the coordinated development of upstream and downstream technologies,and maximize the innovation value of the industrial chain.
