With the rapid development of globalization and market competition,more and more countries start to exploit marine resources as encountered with problems resulted from a lack of resources,huge population and increasingly harsh environment.Under such circumstances,shipping industry is embracing a vigorous growth.Like other enterprises,the sustainable development of shipping companies relies not only on technical innovation but also on effective human resource management.Usually,shipping companies are characterized with a larger scale of staff,who exemplify mixed qualifications,and a relatively higher demand for comprehensive abilities.Therefore,human resource management is particularly vital for them,especially when faced with intensive advancement of technology,changes in requirements in personal skills,and the need for organizational transformation.The companies have to focus on effective ways to select the right people,and them manage them and train them properly.Based on intensive reading of referring to a large number of related literatures and books,this paper analyzes the present situation of human resource management and the problems of the existing performance appraisal system of Ocean Shipping Container Lines by applying target management and performance management theories.It reveals that the company’s performance evaluation indicators at all levels are not set reasonably,the performance evaluation organization and procedures are in formality,and the feedback and application of performance evaluation results.The main causes to the problems include weak performance management awareness,lacking in professional human resource management,unfair appraisal mechanism,deficiency in communication and guidance for employees’ personal development.To improve the company’s appraisal management,an in-depth research on the indicators,procedures and feedback and application of the results of the performance appraisal of senior managers,middle-level managers and general employees has been conducted.The improvement plan is aimed at reducing the complexity of management and building a systematic appraisal mechanism that matches the actual circumstances of the company and is easy to apply,which will effectively tackle the existing problems.The principle of the mechanism is being scientific,reasonable,fair,universal and comparable.Guaranteed by a sound and efficient organization,well-established system,professional team and an effective culture,the implementation of this plan will ensure the completion of the company’s business goal,accelerate employee enthusiasm and improve their working skills,and ultimately help to form a wholesome performance culture.This study has designed a set of performance appraisal plan appropriate for the staff of ocean shipping container lines to help promote the company’s growth through motivating its employees.In addition,it hopes to provide experience and enlightenment for organizations of the same kind.
