Research On The Evaluation Of China’s General Project Contracting Policy

In engineering general contracting to become China’s engineering construction project contract model under the background of key development direction,the engineering general contracting related policies in China become a important factor to promote the development of its fast,and in recent years,the theoretical study of the academic papers and wide application fields of policy text analysis,correlation method is relatively mature at the same time,help to policy analysis of the general contractor.However,fewer scholars to study and analysis from the Angle of policy document,ignore the policy to the important role of engineering general contract,and has introduced the concrete implementation of project general contracting policy effect achieves the good effect is also the key problem,so the analysis and research on the content of the policy of the general contractor,has a certain significance.In order to solve the key problems,this paper starts from three aspects,combined with the theory and research methods to analyze as a research idea,the specific research content is as follows.First under the policy tools perspective to evaluate engineering general contracting policy text analysis,based on 1984-2019 the text of the engineering general contracting policy to establish library as the research basis,after preprocessing work to establish a policy tool two-dimensional analysis framework,in accordance with the requirements for establishment of policy text repository for encoding,X-Y 2 d application results,specific for three kinds of policy tools used in policy tools dimension results is not balanced,the whole life cycle dimension phase of the whole process of policy tools to supply more abundant.Secondly,it evaluates and analyzes the core points of the general contracting policy from the perspective of policy content.After screening,the core policy text of the general contracting policy is obtained.Using the word frequency analysis method,visual presentation method and Net Draw to extract the key words,nine core points of the general contracting policy are obtained.Finally under the policy execution perspective of engineering general contracting policy implementation effect evaluation analysis,after analysis of introducing the method of quality function deployment(QFD),through reviewing the existing literature and research,summed up the six implementation of the project general contracting,construction quality of housing(HOQ)model,the effect of the policy implementation process and effect respectively result analysis,to obtain the overall policy implementation effect is effective specific results,study of the full text content put forward the improvement Suggestions of policies of the general contractor,in order to improve the overall policy system of the general contractor.To sum up,this paper USES the text analysis method to evaluate and analyze the project general contracting policy from three aspects of policy tools,policy contents and policy implementation effect,to provide constructive Suggestions for the existing project general contracting policy and promote the development of project general contracting mode in China.
