Prefabricated construction is one of the main development directions of the construction industry transformation,which can reduce environmental pollution and resource waste,improve production efficiency and so on.It can also promote the construction industry from an extensive development model to the development of intensive,informatization and green.However,as a new type of construction method,prefabricated construction has high initial cost and low marketization in the early stages of development.It requires government policies and measures to ensure the further promotion and implementation.Based on the content of the policy text,evaluate the relevant policies of prefabricated buildings and put forward policy optimization paths and development suggestions,which will help government departments to formulate more targeted safeguard policies,thereby promoting the steady development of prefabricated buildings.First,the thesis sorts out the development history,current situation and problems of China’s prefabricated construction,and then makes a qualitative analysis of national and provincial-level policy and measures.Secondly,a two-dimensional policy research framework of "policy tools-policy-driven subjects" was constructed to quantitative analyze the policy texts of national-level prefabricated construction.Finally,construct a policy evaluation model of prefabricated construction based on the policy research framework,formulate an index score table through specific provincial and municipal policy measures,and use the AHP method,entropy weight method and content analysis method to determine the combined weight of the indicators,and obtain the policy scores of ten provinces and cities.By this,the topsis method and clustering method are used to evaluate policy,and recommendations for optimization of prefabricated construction policies are given.The research results show that the structure of policy tools at the national level is unbalanced,the demand-based policy tools are lacking and single in type,and the number of policy tools acting on scientific research institutions is small and narrow,mainly concentrated on the supply side;Target planning,demonstration leadership and technology management policies have a high degree of importance,and the sum of the three weights is 58.2%.We should pay attention to the formulation and implementation of such policies;Hainan,Hubei,and Jiangsu provinces have the highest scores and rankings for prefabricated construction policies,and the lowest in Beijing and Shanghai.The ten Provinces and cities can be classified into four categories for analysis and evaluation,and based on this,policy optimization recommendations are proposed,such as optimizing policy composition and implementing differentiated policies.
