Analysis Of The Text Of China’s Clean Heating Policy From The Perspective Of Policy Tools

At present,the proportion of clean heating in northern China is relatively low,especially in winter,most areas generally choose to burn coal,which leads to the increase of air pollution emissions and serious air pollution.Vigorously promoting clean heating is closely related to people’s life,which is the main way to reduce haze weather and promote the transformation and upgrading of energy structure.Therefore,many countries have formulated policies to promote the development of clean energy heating industry.The content analysis of these policy texts has important theoretical value and display significance.This paper collects and sorts out the policies on clean heating of local governments since 2017,and obtains 50 samples of effective policies on clean heating.On the basis of the existing research,using Rothwell’s and zegveld’s ideas for reference,the policy tools are divided into three types:supply type,environment type and demand type.Combined with the five stages of research and development,investment,production,operation and application of clean heating industry,a two-dimensional analysis framework of policy tools is constructed.Then the specific terms of the collected policy text are coded,and according to the definition of policy tools,they are classified into a two-dimensional analysis framework for frequency statistical analysis to find out the overflow or lack of policy tools in the local dimension of the clean heating industry in northern China.Based on the results of theoretical analysis,combined with the actual situation and demand of the development of clean heating in China,policy recommendations are put forward.
