Study On Risk Evaluation And Risk Sharing Of Suizhimei Expressway Under BOT Model

With the rapid development of China’s transportation,more and more construction projects lead to the government’s financial gap is growing,the traditional financing methods have been unable to meet the contemporary society’s demand for construction funds,seriously restricting the development of infrastructure.Therefore,China introduced the BOT financing model of using foreign funds as cooperative funds,which can effectively alleviate this social phenomenon.In recent years,more and more highways have adopted this financing model,but because the projects adopting the BOT financing model generally have the characteristics of longer cycle and large investment amount,the risk factors during construction are relatively broad and relatively large,while the BOT financing model has more participants,often the parties’ responsibilities and responsibilities are not clear,The unreasonable risk sharing situation,resulting in cooperation difficulties,inefficient team,the implementation of the project has brought serious difficulties.Therefore,only by accurately identifying the risks under the BOT model and sharing the project risks reasonably among the parties concerned can the project be completed efficiently.Starting from the theoretical basis,this paper introduces the current situation of domestic and foreign research on the risk research of highway project in BOT mode,discusses the theory of BOT financing model,risk sharing theory and risk evaluation theory based on hierarchical analysis and fuzzy comprehensive evaluation method.This paper identify the risk factors in the project,evaluate the importance of each risk factor,collect data in the form of questionnaires,classify the risk factors according to the data using SPSS software,construct the highway risk evaluation system under BOT mode,and comprehensively evaluate the risk of high-speed of the Suizimei.According to the theory of risk sharing,the subject and object of risk sharing in the project of the Suizimei expressway are defined,the research of risk sharing is carried out by using the shapley method between the subjects of risk-taking,and the four factors affecting risk-sharing are introduced to correct the shapley value,and the risks are divided between the subjects and the risks they share.And determined the share of risks shared by the main body,thus constructing a risk-sharing model in the project of the Suizimei expressway.On the basis of risk evaluation,the bidding risk,construction risk,operational risk,financial risk,policy law and credit risk,The six major risk categories of environmental risk put forward their corresponding risk prevention measures.
