A Study On The Efficiency Of Synergistic Development Of Tourism Industry And Ecological Protection In Gansu Province

In the context of high quality economic development and ecological protection of the Yellow River Basin,how to develop tourism industry and protect ecological environment in tourism resource-rich areas go hand in hand is the rightful meaning of high quality economic development and the inherent requirement of high quality development of tourism industry.At present,the academic research results on the synergistic development of tourism industry and ecological environment mainly focus on the coupling coordination degree and the level of synergistic development,and there are not many studies on the efficiency of synergistic development.Gansu Province has the top three tourism resources in China and is an important part of the national "two screens and three belts" ecological security strategy,and there is a realistic demand for tourism development and ecological protection.Therefore,this paper selects the synergistic development efficiency as the research content and Gansu Province as the research object,in order to further expand the evaluation method of the synergistic development efficiency of tourism industry and ecological environment,and provide reference for the proposal of high-quality development of tourism industry in Gansu Province.Based on the concept of system dynamics,this paper always considers tourism industry and ecological protection as a unified whole in the course of the paper.The two are both related elements of a combined whole and two aspects of the whole.Firstly,we define the related concepts,explain the synergistic logic between the main factors of the whole,and analyze the synergistic relationship between the two subsystems using the DPSIR framework.Then,combining with the existing related literature,we select efficiency measures and use data envelopment analysis and Malmquist index analysis to measure the synergistic development efficiency of the elements of tourism industry and ecological protection system in Gansu Province from static and dynamic aspects respectively,followed by the two-stage super-efficiency SBM analysis to measure the synergistic development efficiency between subsystems.It is found that,overall,the synergistic development efficiency of tourism industry and ecological protection in Gansu Province shows a fluctuating upward trend,the per capita tourism consumption gradually increases,and the emission of three wastes has a decreasing trend.Horizontally,the synergistic development efficiency of Gansu Province is still low,mainly because the input resources are not fully utilized,the per capita tourism consumption level is not high,the tourism three waste emissions are high,and the efficiency improvement is due to scale efficiency rather than technological progress.Longitudinally,the main reason for the low efficiency of synergistic development in Gansu Province over the years is the low efficiency of synergistic development of various elements within the tourism subsystem.Based on the empirical findings,this study puts forward specific suggestions to improve the synergistic development efficiency of tourism industry and ecological protection in Gansu Province in terms of resource integration,tourism product innovation,conceptual change of practitioners,and policy system,in order to utilize ecological capital forever and achieve high-quality development of tourism industry.
