| In the context of high-quality development of manufacturing industry and dual domestic and international cycles,it is of great theoretical and practical significance to incorporate environmental regulation,green technological innovation and regional manufacturing competitiveness into the same analytical framework and to study the influence of green technological innovation on manufacturing competitiveness under the constraints of environmental regulation,in order to improve the level of manufacturing competitiveness in different regions.In this paper,we firstly sort out the theories of environmental regulation,green technology innovation and industrial competitiveness,and then analyze the mechanism under the same framework,after that,we analyze the development status of environmental regulation,green technology innovation and manufacturing competitiveness in China from the time and space dimensions respectively,and on this basis,in order to further explore the inner connection between the three.Based on the panel data of 30 provinces and municipalities in China(except Tibet and Hong Kong,Macao and Taiwan)from 2007-2017,the empirical analysis is conducted by constructing a benchmark model,a mediating effects model,and a threshold regression model.The study found that :(1)Environmental regulation and green process innovation have a significant contribution to manufacturing competitiveness levels at the national level,while green product innovation does not have a significant effect;A partially mediating and positively moderating role of green process innovation between environmental regulation and manufacturing competitiveness;When the threshold variable is environmental regulation,there is a single threshold effect only for green product innovation,while the single threshold effect for green product innovation and green process innovation is significant when the threshold variable is green technology innovation.(2)In the eastern regional test results,both environmental regulation and green technology innovation can promote the level of manufacturing competitiveness in the region;A partial mediating effect of green process innovation was found through stepwise regression of mediating effects;In the threshold effect test,when environmental regulation and green technology innovation are used as threshold variables respectively,there is a single threshold effect and a double threshold effect for green product innovation and green process innovation respectively in the former,while in the latter there is a double threshold effect only for green process innovation,and the estimation results are not significant.(3)Environmental regulation and green process innovation significantly contribute to manufacturing competitiveness in the benchmark regressions in the central region,while green product innovation does not have a significant impact;The mediating effect test finds that environmental regulation indirectly promotes the level of manufacturing competitiveness by enhancing the level of green product innovation and green process innovation,i.e.,there is a partial mediating effect;In the threshold effect test,there is a significant double threshold for green product innovation only when environmental regulation is the threshold variable.(4)In the western region,the benchmark regression found that environmental regulations and green product innovation have raised the level of manufacturing competitiveness;Similar to the eastern and central regions,green product innovation and green process innovation in the western region also have some intermediary effects,which have a significant effect on the improvement of manufacturing competitiveness;From the results of the threshold test,the single threshold effect of the two is significant when green technological innovation is the threshold variable.The above conclusions lead to the following policy recommendations: Adhere to the direction of environmental regulation,enrich the means of policy regulation,give full play to the positive effect of environmental regulation on green technology innovation and regional manufacturing competitiveness;Rationalizing the level of regional green technology innovation and increasing green technology innovation investment;To bring into play the regional synergy effect and promote the flow of factor resources;Improve the construction of government support system to create a good business environment. |
