Research On The Influence Of Environmental Regulation On The International Competitiveness Of Chinese Manufacturing Industry

The coordination of ecological environmental protection and economic development is the core of Chinese sustainable development of society.The optimization and upgrading of manufacturing industry is the basis for the sustainable development of Chinese economy.Under the background of the continuous deterioration of the global ecological environment,many countries have increased the intensity of environmental regulation,the low-carbon economy and the green economy have become the trend of the world economy today.Under the dual background of the gradual deterioration of the domestic environment,the depletion of resources and the advocacy of a green economy by the international community,Chinese original extensive development path of relying on natural resources to promote economic growth in the manufacturing industry has come to an end.In the case of market failure caused by the negative externalities of environmental pollution,in order to avoid the occurrence of the phenomenon of “tragedy of the commons” in the field of ecological environment and ensure the coordinated development of the ecological environment and the economy,the Chinese government has actively involved in the market with environmental regulation methods and policies,and has continuously increased the protection of the ecological environment.The introduction of several environmental regulation policies has led to an increase in the intensity of environmental regulation.However,whether environmental regulation has a negative impact on the improvement of the international competitiveness of the manufacturing industry,and how the government should implement environmental regulation,these have become a new direction of thinking.In order to explore the impact path,impact and impact of the protection of the ecological environment on the improvement of the international competitiveness of manufacturing industry,this paper divides the manufacturing industry into a clean industry,general pollution industry and pollution intensive industry based on the relevant measurement indicators from the view of pollution heterogeneity of the manufacturing industry.using the dynamic panel data from 2007 to 2016,using the SYS-GMM method and the deviation correction method,firstly,it analyzed the international competitiveness of environmental regulation from the perspective of the whole manufacturing industry,secondly,from the perspective of industry pollution heterogeneity,it empirically analyzes the impact of environmental regulation on theinternational competitiveness of manufacturing industry,thirdly,using the threshold effect model to analyze the optimal environmental regulation interval of manufacturing industries with different pollution levels.The results show that from the perspective of the whole industry,the environmental regulation will have a negative effect on the international competitiveness of the manufacturing industry in the current period,and it will positively affect the international competitiveness of the manufacturing industry in the first phase of lag,the second phase of lag and the third phase of lag,and there is a significant threshold effect on the international competitiveness of the manufacturing industry at the industry level.From the perspective of sectors,environmental regulation plays a negative role in suppressing the international competitiveness of pollution-intensive industries,and plays a positive role in promoting general pollution and clean industries,the intensity of environmental regulation has two thresholds for international competitiveness in both clean and polluting industries,both of them have a negative impact first,when the environmental regulation intensity value is greater than the first threshold value,it turns into a positive impact,as the number continues to increase beyond the second threshold,the positive effect gradually diminishes.Finally,from the perspective of maximize the positive impact of environmental regulation on the international competitiveness of manufacturing industry,the relevant policy recommendations are put forward.It is believed that the intensity of environmental regulation in manufacturing should be strengthened,but the increase in the intensity of regulation in various industries should be adapted to the industry,and should be implemented in conjunction with other policies.
