The 14 th Five Year Plan and the 2035 long-term goal propose to adhere to the concept of "green waters and green mountains are golden mountains and silver mountains",improve the coordination mechanism in the field of ecological civilization,improve the quality and stability of the ecosystem,continuously improve environmental quality,establish and improve the environmental governance system,deepen the fight against pollution,and accelerate the green transformation of development methods.To achieve green transformation,it is necessary to properly handle the coordination between economic development and ecological environment protection,change the traditional production mode of high emissions,high pollution,and high consumption,and compress the destructive power of production and life within the carrying capacity of the ecological environment.Green technology innovation provides impetus and path for achieving green development and high-quality economic development,providing new processes and solutions,products and services through innovation,improving resource allocation efficiency,and reducing resource consumption and environmental damage.Reasonable means of environmental regulation and appropriate intensity of environmental regulation can regulate and constrain the emission behavior of enterprises.However,driven by profit maximization and cost minimization,enterprises do not always adjust their production behavior in strict accordance with the design intent of environmental regulation policies.This article attempts to study the means and intensity of environmental regulation that effectively drive green technological innovation in enterprises,providing strong guidance for the government’s macro policy regulation and micro production behavior of enterprises.This thesis selects panel data from 2011-2020 at the provincial level in China to conduct the study in three stages.The first stage is the quantitative measurement of environmental regulation,which is divided into formal environmental regulation and informal environmental regulation using the regulatory means at the command level of each subject.The horizontal and vertical scaling method is used to measure the intensity of environmental regulation.Establish an environmental regulation system based on command based environmental regulation,supplemented by cost based environmental regulation and investment based environmental regulation.The second stage is a quantitative analysis of environmental regulations and green technology innovation.The study found that there are similarities and differences in the impact of three types of environmental regulations on green technology innovation.On its own,all three environmental regulations can promote green technology innovation;After cross combination,the environmental regulation combination of command type and investment type has the best promotion effect,while the combination with cost type makes the effect weaken or even reverse.It is found that there are significant regional and temporal differences among the three types of environmental regulations.Environmental regulation policies with the same intensity are obviously not suitable for all regions,and the current situation of environmental regulations in the same region is changing faster than the speed of policy change.The third stage is the verification of green finance as an intermediary variable.The study found that green finance as an intermediary variable only exists in the impact of imperative environmental regulations,which can improve the development level of green finance and promote green technology innovation.Based on the above research conclusions,this thesis proposes the following countermeasures and suggestions:The first suggestion is that improve the national action system for environmental governance.We will increase the disclosure of environmental governance information,actively play the role of all social strata and groups,incorporate environmental protection into the national quality training and inspection system,and advocate green living.The second suggestion is that use environmental regulation policy tools by category and level.The government expenditure dominated by investment based environmental regulations cannot play a better regulatory role,and the active use of investment based environmental regulations should be reduced.Implement stronger cost based and more flexible command based environmental regulations in economically developed areas,and implement more gentle cost based and more rigid command based environmental regulations in economically underdeveloped areas.The third suggestion is that strengthen the guidance of green finance.Continue to provide financial support for the development of the real economy,and provide special financial support for green industries in the real economy.The fourth suggestion is that strengthen policy support for small and medium-sized micro enterprises and alleviate their tax pressure.We will strengthen the adjustment of the tax structure and promote the green reform of the tax system. |
