In recent years,with the rapid progress of China’s urbanization and the increasing improvement of residents’ living standards,the production of household garbage has risen sharply,and more and more cities are trapped in the "garbage siege" dilemma.Classifying household garbage has become an effective way to solve this problem.In the context of green governance and sustainable development,China has accelerated the implementation of the garbage classification system,which has set off an upsurge of garbage classification and management in major cities across the country.As the source of household garbage,urban community is undoubtedly the main front for the classification and treatment of household garbage.Meanwhile,the study of garbage classification from the perspective of community also provides a new research perspective for urban environmental governance.Based on the multi-center governance theory and collaborative governance theory,this paper starts with different governance subjects such as government,community,residents,enterprises and Non-Governmental organizations,aiming to study the status quo of municipal solid waste classified governance in urban communities,as well as the problems,causes and solutions in the governance process.The research shows that,as one of the 46 cities that implement mandatory classification,Changsha has established a collaborative management system of urban household garbage,built preliminary supporting infrastructure,expanded publicity and education team,and improved residents’ awareness of garbage classification.Through on-the-spot visit several cities in changsha city community as well as to the community the focus of the research found that F is classifiedinfrastructure does not reach the designated position,classification of knowledge propaganda the effect not beautiful,low formation rate on source separation of residents and businesses to participate in the enthusiasm of the garbage classification management is not high,non-governmental organizations to participate in garbage classification management degree is not deep and multiple subject in garbage classification problems such as lack of collaborative governance.In this regard,in order to adhere to the leading role of the government,we should improve relevant laws and regulations,formulate garbage charging standards,and establish a collaborative governance mechanism.In the aspect of strengthening the community residents’ subject consciousness,we should strengthen the residents’ sense of belonging,construct the residents’ self-governance network,and formulate effective incentive measures.In order to stimulate the source governance of enterprises,we should increase support for subsidies and technological research and development;In order to enhance the collaborative capacity of ngos,it is necessary to strengthen the self-construction of ngos,innovate the forms of publicity and education,and enhance the interaction of multiple subjects.Therefore,it provides an effective way to solve the problem of municipal solid waste classification and management. |
