Research On The Application Of PPP Model For The Classification And Treatment Of Municipal Solid Waste

In 2016,the PPP（Public-Private-Partnership）model was enforced in the field of waste treatment.In December of the same year,the Central Finance and Economics Leading Group meeting studied the general implementation of the waste classification system and accelerated the establishment of a waste treatment system.The introduction of the PPP model in the field of municipal solid waste classification and treatment can not only relieve local financial pressure,greatly solve financial and technical problems,but also help improve the efficiency of domestic waste classification and treatment,so as to achieve a win-win situation for economy and environmental protection.The government needs to use the advantages of social capital in capital and management to solve the problem of urban domestic waste classification and treatment,realize the professional and scientific waste management,and then realize the recycling of waste and promote the effective implementation of waste classification policies.This paper first analyzes the current situation and existing problems of garbage disposal,introduces the PPP model,and briefly introduces the development process of the PPP model.Case analysis method,literature analysis method,on-the-spot investigation method,through sorting out the PPP policy for the classification and treatment of urban domestic waste,and the development of the PPP project for the classification and treatment of urban domestic waste,we analyzed the application of the PPP model to the classification and treatment of urban domestic waste.Status quo;by analyzing the reasons for the failure of existing projects,and researching the problems existing in the government and enterprises,the research found that there are imperfect PPP-related policies in the government,inadequate government supervision,weak government awareness of contract performance,and risk sharing mechanism.Unreasonable and imperfect tax incentives;enterprises have problems such as lack of spirit of contract performance,financing difficulties and their own strength is not strong.Thirdly,through the analysis of successful cases at home and abroad,the enlightenment of improving the PPP mode of waste classification and treatment is drawn.Suggestions from the government and enterprises should be continuously improved at the government level to improve PPP-related policies,strengthen government supervision and management,improve the awareness of contract performance,and improve the tax incentive mechanism;enterprises should focus on the spirit of contract performance,broaden revenue channels,enhance their own strength and improve Social responsibility.Only in this way can the role of the PPP model in the classification of urban domestic waste be effectively brought into play,and the effective implementation of the waste classification policy can be ensured.
