The Dilemma And Innovation Of Classification Management Of Municipal Solid Waste By Grass-roots Governments

Along with the speeding up of urbanization in our country,rapid increase of people’s living standard,the number and variety of MSW is also growing rapidly,bring a heavy burden to the environment,even exurban dump using modern separation technology,is also difficult to eliminate harmful substances through the land to infiltrate the whole ecosystem,the pollution of water and land,ultimately affect people’s health,therefore,our country should be badly in need of implementation of urban living garbage classification,it can not only protect the environment and save resources,can also create new jobs,promote the economic sustainable development.The grassroots government,especially in the heart of the city district government has the characteristics of the densely populated and high economic level,occupy the important position in the city management,at the same time at the grass-roots level government facing the government at a higher level of orders and meet the demands of the interests of the masses of double pressure,belongs to the key link to carry out the living garbage classification policy.This paper takes the urban grass-roots government as the research object,and studies the government’s functions,specific measures,existing difficulties and countermeasures in the classification and management of household waste.By means of literature analysis,comparative analysis and other research methods,this paper sorts out and analyzes the relevant literature on garbage classification and management at home and abroad,taking W city Q district as the research object,and studies the implementation effect of household garbage classification.In the research process,it was found that although the household garbage classification work in Q district has started,the results obtained in the actual work are not good,which affects the progress of promoting the household garbage classification and management.Through the analysis of Q zone existing in the urban living garbage classification management of community residents’ participation is not high,living garbage classification difficult problems,research on Q zone in the living garbage classification management and the reason of the problem in full,on the basis of the advanced experience of cities,according to Q zone living garbage management status quo,supported by holistic governance theory,proposed targeted measures to try to provide a reference for the Q zone living garbage classification management work,explore "junk siege" the solution of the problem.
