Research On The Classification And Treatment Of Municipal Solid Waste In Kunming City From The Perspective Of Government Functions

Municipal solid waste disposal is an important part of urban governance.To strengthen and improve urban governance,we should pay attention to the construction of ecological civilization,meet the new requirements of "ecological governance" and achieve the new goal of green development.The classified treatment of municipal solid waste is one of the core contents of ecological management and green development.In2018,the total amount of household garbage produced in kunming was 2.8013 million tons.With the increase of the number of foreign residents and tourists,the total amount of household garbage produced in kunming is expected to continue to increase,and garbage classification and treatment is imminent.As the main body of city management,it is urgent for kunming municipal government to optimize its functions in the process of garbage classification and treatment.Based on the reality of kunming city life garbage classification processing,through consulting a large number of literature,visiting related departments,conduct field research,combined with the public management theory,analyzes the kunming city government in the governance of urban living garbage classification results,existing problems and the reasons,improvement countermeasures,in order to optimize the kunming government function,improving urban living garbage kunming government’s governance capability.This paper holds that the kunming municipal government has implemented a series of effective measures in the treatment of municipal household garbage classification and achieved good results.Improve the assessment system,introduce competition,clear reward and punishment;Clear objectives and pursuit of performance;Using data and intelligent management to improve governance capacity;Attach importance to capital input to ensure hardware construction;Attach importance to publicity and mobilize the enthusiasm of citizens to participate.However,there are still insufficient shaping of citizens’ common values and weak participation;Lack of strict procedure management and lack of "entrepreneurship";Insufficient capital investment and insufficient hardwareconstruction;Competition and incentive mechanism are not enough to mobilize the enthusiasm of the market and citizens;Weak sense of "service" in management function;Lack of detailed management of procedures;Imperfect legal system and regulations;Lack of scientific and intelligent operation process;The coordination and linkage capacity between units and organizations is relatively poor.Based on the above analysis,this paper proposes six countermeasures and Suggestions: First,promote information disclosure and create a new pattern of co-governance;Second,the establishment of capital security,explore differentiated charges;Three is the unified classification identification,the configuration classification collection facilities;Fourth,improve the policy system standards,improve the responsibility system;Fifth,the transformation of garbage collection and transportation facilities,improve the terminal treatment system;Sixth,enhance coordination among departments and enhance capabilities.
