With the booming development of the open economy,FDI is of great significance for achieving the "carbon peak" and "carbon neutrality" goals and promoting the high-quality development of economy.According to the World Investment Report 2021 released by the United Nations,China still ranked second in the world with a us $149billion of FDI inflow in 2020,second only to the US $156 billion of the United States.However,the environmental problems brought by FDI have always been a hot topic of many scholars.In addition,China’s total carbon emissions have been high in the world rankings.The 2020 BP World Energy statistics show that China contributed 28.8% of the total global carbon emissions,of which more than 70% came from the industrial sector.Therefore,this paper refines the related issues of FDI and carbon emissions to the impact effect of FDI on industrial carbon emissions,and gives reasonable policy suggestions according to the analysis results.After sorting out the relevant literature,this paper first expounds the three theories formed by long-term research,namely the "pollution shelter" hypothesis,"the hypothesis of" pollution halo " and the Environment Kuznets Curve theory.And on the basis of the above three theories,we carefully analyze the influence path of FDI on carbon emissions from three aspects of scale,structure and technology,and finally conclude that the influence and transmission path of FDI on carbon emissions are uncertain,which will be jointly determined by various factors such as economic development,policy orientation and environmental awareness in specific regions.Secondly,in order to clarify the actual situation of FDI and industrial carbon emissions in China,this paper analyzes the reality of FDI and industrial carbon emissions in China from 2005 to 2019 from multiple levels.About FDI,the data show that the total FDI steady growth but different regions,different industries use different;industrial carbon emissions,after comparison found that it is not only large and growing rapidly.In addition,the eastern region has remained leading in industrial carbon emissions,with the western region overtaking the central region in 2013.Finally,given the failure of traditional measurement models,this paper uses the adjacency weight matrix to add industrial development degree,energy structure,R&D investment and environmental regulation factors as control variables.According to the spatial measurement model selection theory adopts the double fixed Spatial Dubin Model,empirical results show that FDI affects industrial carbon emissions,FDI significantly suppresses industrial carbon emissions in the surrounding area,the degree of industrial development and energy structure in the region and surrounding areas,and the intensity has positive spatial effect on the region and surrounding areas,but the effects of environmental regulation intensity are not significant in this study.According to the study,in order to promote the rational introduction and utilization of FDI in China,the effective development of carbon emission reduction and sustainable economic development,this paper makes policy suggestions for improving the quality of FDI,technical level,environmental protection standards,the level of cooperation and optimizing FDI structure,research and development environment,the environmental protection system,the competition mechanism.
