Research On Horizontal Ecological Compensation Mechanism In The Yellow River Basin

The horizontal ecological compensation mechanism of the watershed is an important aspect of the research on the ecological compensation of the watershed,and it has played a certain role in promoting the compensation practice.In the past research on the horizontal ecological compensation mechanism of the river basin,a large number of theoretical achievements have been formed mainly from the aspects of compensation subject,compensation mode and compensation standard.The article starts from the basic theory of ecological compensation,and analyzes the basic theoretical basis of horizontal ecological compensation in the river basin.Based on the current research results at home and abroad,theoretical viewpoints on the "three elements" of the horizontal ecological compensation in the river basin are analyzed.By sorting out the current domestic river basin ecological compensation policies and the policy and legal system of my country’s river basin horizontal ecological compensation is formed,which provides a policy and legal reference for the construction of the horizontal ecological compensation mechanism in the Yellow River basin.The horizontal ecological compensation mechanism of the Yellow River Basin should be based on the actual situation of the Yellow River Basin.Starting from the analysis of the current problems in the practice of horizontal ecological compensation in some areas of the Yellow River Basin,it focuses on selecting the practice of horizontal ecological compensation in the Weille River Basin and the Dawen River Basin,and sunmarizes the current institutional difficulties of horizontal ecological compensation in the Yellow River Basin.In terms of experience and reference,it is analyzed from domestic and foreign aspects,and the empirical analysis method is used to summarize practical experience that can be used for reference,so as to provide reference for improving the horizontal ecological compensation mechanism in the Yellow River Basin.In terms of countermeasures,corresponding to the problems in the past practice of the Yellow River Basin,starting from the diversification of compensation subjects,the diversification of compensation methods,and the rationalization of compensation standards,and through the establishment of a long-term management system,a horizontal ecological compensation mechanism in the Yellow River Basin is formed.
