Research On Ecological Compensation Mechanism Of The Yellow River Basin

At present,the reform of my country’s ecological civilization system is one of the key contents of comprehensively deepening reform.The Party Central Committee regards the establishment of a sound ecological compensation mechanism as a major measure and system guarantee for the realization of the ecological civilization system reform.At the same time,it is also an important means to manage and protect the ecological environment.Building an ecological compensation mechanism in the Yellow River Basin is not only a key measure to improve the ecological environment of the basin,but also an important part in deepening the reform of the ecological civilization system.At present,the Gansu section of the main stream of the Yellow River is still in the stage of exploring ecological compensation in the Yellow River Basin,and a complete ecological compensation mechanism has not been established.Therefore,from the perspective of the government,the article studies the ecological compensation mechanism of the Yellow River Basin,taking the Gansu section of the main stream of the Yellow River as an example.By reading relevant literature,we can not only strengthen the understanding of relevant concepts such as ecological compensation mechanism of basin,but also learn the basic theories of ecological civilization theory,externalities theory,public administration theory and public product theory.The overall framework of the ecological compensation mechanism in basin is explained,including not only the basic elements of compensation subject,object,standard,method and mode,but also the relevant safeguard measures for the operation of the ecological compensation mechanism in basin.They provide strong support and basis for the construction of ecological compensation mechanism in the Yellow River Basin.At the same time,the practice and experience of ecological compensation in basin at home and abroad are sorted out and summarized.It also objectively analyzes the necessity and feasibility of establishing an ecological compensation mechanism in the Yellow River Basin from the aspects of the exploration of ecological compensation in the Gansu section of the main stream of the Yellow River,the importance of environmental protection,and the pressure faced by ecological protection.The article also elaborated on the achievements and problems in the exploration of ecological compensation in the Gansu section of the mainstream of the Yellow River,and it can propose corresponding ecological compensation mechanisms in a targeted manner.In order to better protect the ecological environment of the Yellow River Basin,by learning from the practical experience of domestic and foreign river basin ecological compensation,the article puts forward policy recommendations for building an ecological compensation mechanism in the Yellow River Basin from the government’s perspective.First of all,the article puts forward the basic principles to be followed for ecological compensation in the Yellow River Basin.Secondly,the basic framework of ecological compensation mechanism is constructed from five aspects of compensation subject,compensation object,compensation standard,compensation method and compensation model.Finally,from the aspects of laws and regulations,publicity and education,compensation funding channels and cooperation among local governments in the basin,policy recommendations ensure the smooth operation of the ecological compensation mechanism in the Yellow River Basin are put forward.
